April 21, 2014 (Regular Meeting) <br />Page 1988 <br />Vice Chairman Burrage shared his opinion, that unnecessary staff time <br />was utilized to organize the April 15, 2014 Special Meeting. He also <br />commented on scare tactics regarding the proposed budget. <br />Chairman Poole advised the special meeting notice and delivery of the <br />notice is required by state statute. She stated purpose of the special <br />meeting was a result of the motion made in March, requiring staff to provide <br />the alternative plans. <br />Commissioner Morris responded to Commissioner Oesterreich's comments <br />regarding the bond referendum and potential cuts to the budget. <br />INFORMAL COMMENTS <br />Chairman Poole opened the meeting for Informal Public Comments at 7:39 <br />p.m. She stated each speaker would be limited to three minutes. <br />Dakeita Vanderburg- Johnson, resident of 7787 US Highway 601 South in <br />Concord, commented on discord among the Board members. She read aloud the <br />County mission statement and urged Board members to work together for the <br />citizens of Cabarrus County. <br />Troy Barnhardt, resident of 8501 Franklin Street East in Mount <br />Pleasant, expressed concerns regarding the Mount Pleasant Middle School site, <br />replacement plans and the budget. <br />Dennis Johnson, resident of 1410 Nottingham Road in Kannapolis, <br />accompanied by his daughter, expressed support for Commissioners Burrage, <br />Cesterreich and Measmer. <br />Ric Starnes, resident of Old Airport Road in Concord, commented on <br />Cabarrus Jobs Now and candidates running for the county commission positions <br />in the upcoming election. <br />Kristel Swayse, resident of 4300 Deacon Court SW in Concord, expressed <br />concerns regarding the schools. She urged the Board to support the schools <br />and teachers. <br />Kimberly Strong, resident of 279 Fryling Avenue SW in Concord and <br />Executive Director of Cabarrus Meals on Wheels, expressed support for the <br />Senior Nutrition Program. She urged the Boards' support of senior services.. <br />Del Eudy, resident of 138 Ridge ;Avenue in Mount Pleasant and Town of <br />Mount Pleasant Mayor, expressed opposition to Financial Plan C and its impact <br />on community services. <br />Walt Kiefer, resident of 24 Eastcliff Drive SE in Concord, commented on <br />the budget and expressed support for Commissioners Burrage, Measmer and <br />Oesterreich's plan for the budget. <br />David Hampton, resident of 2000 South Main Street in Kannapolis and <br />former Emergency Medical Services Director of Cabarrus County, commented on <br />potential impacts of Financial Plan C. He urged the Board to do what is <br />best for the county. <br />Ronnie Long, resident of 75 Hillcrest Avenue SE in Concord, expressed <br />support for keeping taxes and debt as low as possible while providing <br />necessary services to the community. <br />Resa Treadaway, resident of 1120 North College Street in Mount <br />Pleasant, stated Mount Pleasant schools are being shortchanged and urged the <br />Board to provide funds equally to schools throughout the county. <br />Bobbi Parke, resident of 175 Farmer Street in Concord, commented on <br />scare tactics regarding the proposed budget, and expressed support for <br />Commissioners Burrage, Measmer and Oesterreich's plan for the budget. <br />Missy Jones, resident of 18 Sericea Drive in Mount Pleasant, expressed <br />support for Commissioners Burrage, Measmer and Oesterreich's plan for the <br />budget. <br />Jean Griswold, resident of 5409 Shoreview Drive in Concord, commented <br />on fear tactics regarding the proposed budget. She also expressed opposition <br />to an increase in the tax rate. <br />
