April 21, 2014 (Regular Meeting) Page 1989 <br />Gloria Tadlock, resident of 3570 Courage Court in Concord, expressed <br />opposition to additional debt for the county. <br />Tracy Bengtson, resident of 11910 Terrill Ridge Drive in Davidson, <br />expressed opposition to additional debt and higher taxes. <br />David Bengtson, resident of 11910 Terrill Ridge Drive in Davidson, also <br />expressed opposition to additional debt and higher taxes. <br />Jennie Brasefield, resident of 615 Camrose Circle in Concord, commented <br />on wasteful spending, elaborate school facilities and excessive debt. <br />Flip Benham, resident of 761 Harris Street in Concord, expressed <br />opposition to additional debt for the county. <br />Kathy Kitts, resident of 13113 Brandywine Lane in Midland and Town of <br />Midland Mayor, expressed concerns regarding funding for Wallace Park, the <br />Midland Library and Central. Cabarrus High School repairs. She questioned the <br />cash plan and Commissioner Oesterreich's background and qualifications <br />related to government finance and the budget. <br />Dr. Allen Dobson, resident of 1600 South Main Street in Mount Pleasant, <br />stated the libraries and schools have always been a partnership between the <br />county and municipalities, and he further commented that private money has <br />funded some of these projects. He urged the Board to have civil discourse and <br />to do no harm to the citizens of Cabarrus County. <br />Jean Chandler, resident of 4977 Hilton Lake Road in Kannapolis, <br />commented on the former Department of Aging. She also expressed support for <br />Commissioners Burrage, Measurer and Oesterreich. <br />William Morris, resident of 1440 Duckhorn Street in Concord, expressed <br />support for lower taxes, less spending and less debt. <br />Sydney Shelly, resident of 310C Barnhardt Road in Concord, expressed <br />opposition to Financial Plan C. She advised of her dependence on the Mount <br />Pleasant Library to study and complete her school work. <br />Matthew Huneycutt, resident of 646 Union Street South in Concord, urged <br />the Board to make wise choices in regards to the budget by making cuts in the <br />right places. <br />Scott Noel, resident of 1442 Moss Creek Drive in Harrisburg, urged the <br />commissioners and school boards to work together to find solutions. He <br />expressed support for "green" options throughout the county. <br />Denver Walker, resident of 10,000 Mount Pleasant Road in Midland, <br />commented on scare tactics regarding the budget. He urged the Board to work <br />together. He also expressed concern regarding debt for future generations. <br />Sam Treadaway, resident of 1120 North College Street in Mount Pleasant, <br />expressed concern regarding the replacement of Mount Pleasant Middle School. <br />He urged the Board to provide equal facilities to the Town of Mount Pleasant. <br />Timothy Flowers, resident of 1453 Independence Square in Kannapolis, <br />expressed support for a debt reduction budget. <br />Donna Higgs, resident of 1622 Eastwood Drive in Kannapolis, advised <br />citizens are tired of fearmongering and scare tactics. She urged the Board <br />to work together and adopt a budget everyone can live with. <br />Vince Powell, resident of 8346 Pompano Road in Harrisburg, expressed <br />support for finding creative solutions without raising the tax rate when the <br />county has a revaluation in two years. <br />Thant McManus, resident of 434 Cabarrus Avenue in Concord, questioned <br />if the county has reached its peak efficiency. He urged the Board to find <br />waste and eliminate it. <br />J.D. Hoag, resident of 521 Todd Drive in Concord, expressed concerns <br />regarding excessive debt. <br />Amber Pope, resident of 8812 Valley Street in Mount Pleasant, expressed <br />concerns for Mount Pleasant school facilities. She stated dilapidated school <br />facilities with leaky roofs are not acceptable. She urged the Board to look <br />
