April 21, 2014 (Regular Meeting) Page 1990 <br />for appropriate funding to build the Mount Pleasant Middle School replacement <br />large enough for the growing community. <br />Marcia Morris, resident of 7601 Brusharbor Road in Concord, expressed <br />concerns regarding potential budget cuts to services at the Mount Pleasant <br />Library. She urged the Board to fund and support services that benefit the <br />community. <br />Bob Carruth, resident of 156 Scenic Drive in Concord and former county <br />commissioner, commented on the yearly budget process. He advised the tax <br />savings proposed by Financial Plan C equal the price of buying a McDonald's <br />Happy Meal every two weeks, based on a taxpayer with a $200,000.00 property <br />value. <br />Tracy Brown, resident of 2720 Old Airport Road in Concord, expressed <br />concerns regarding funding for the Mount Pleasant Middle School replacement <br />and programs affecting eastern Cabarrus residents. <br />Donald Tadlock, resident of 3570 Courage Court in Concord, expressed <br />concerns regarding the budget and excessive debt. He urged the Board to <br />budget wisely. <br />Marjorie Benbow was unable to attend and requested the following letter <br />be incorporated into the minutes: <br />Chairwoman and County Commissioners <br />I am sorry that I am unable tonight's meeting but I have been <br />delayed during travel. I had requested my comments be read during <br />the public forum, however it is my understanding that you prefer <br />that I submit them electronically to be added to the minutes. <br />As a business attorney and management consultant, I have worked <br />on many business transactions and projects involving <br />organizational change. The largest and most successful project <br />was a merger of two corporations valued at 5 billion dollars. I <br />attribute the merger's success to both corporations' dedication <br />to transparency and accountability to their employees and <br />shareholders. <br />I look to you the county commissioners just as I did the <br />executive leadership and board during my previous M and A work. I <br />have applauded the statements by the current Board of <br />Commissioners to be transparent and accountable too. In the <br />corporate world, the shareholders are the stakeholders and here <br />in Cabarrus County the citizens are the stakeholders. As a <br />citizen stakeholder, I respectfully request that you have the <br />budgetary meetings you face openly and without delay so the <br />citizens can make informed decisions during the primary. <br />I have confidence from your repeated statements regarding <br />transparency and accountability that you will not delay budgetary <br />discussions and that you will not hide these discussions. Please <br />be the model for transparency and accountability that our <br />government needs.
