May 19, 2014 (Regular Meeting) <br />Page 2010 <br />Cabarrus County DSS Client <br />To: The Cabarrus County Board of Commissioners. <br />And: The Cabarrus County Department of Social Services Oversight <br />Committee. <br />This document is designed to provide you with a written request <br />asking for the resignation of Tricia Baker as the Civil rights <br />Officer for Cabarrus County, and to also satisfy the demands of <br />John Koch Cabarrus County Attorney who has stated in writing that <br />the Board of Commissioners has not requested him to investigate <br />the allegations of corruption at, DSS until after this written <br />request from me has been received. At this time I am also <br />requesting the resignations of Ben Rose and Tricia Baker from the <br />Cabarrus County Department of Social Services for the following <br />reasons. I am also including a copy of a DSS document put out in <br />May of this year which states that the Cabarrus County Department <br />of Social Services is no longer controlling who can enroll in <br />CCP. Tricia Baker oversees the Adult Medicaid program at the <br />Cabarrus County Department of Social Services which is also <br />responsible for helping poor people in need of medical treatment <br />to receive this treatment from a charity care program named the <br />Community Care Program of Southern Piedmont which is also <br />referred to as CCP. This organization receives five million <br />dollars a year from the State of North Carolina and provides some <br />of those funds to the Community Free Clinic for treatment. CCP <br />has until recently only accepted new clients if they were <br />referred to them by the Cabarrus County Department of Social <br />Services, which thus forced people in need of medical treatment <br />to deal with that very corrupt and bigoted county agency. During <br />the first six months of 2012 the two DSS employees who processed <br />these applications were Mrs. Greenly and Mrs. Speaks. I filed a <br />written complaint with the Cabarrus County Board of Commissioners <br />in August of 2012 claiming that I had been discriminated against <br />by these two county employees while attempting to navigate this <br />application process. <br />After being enrolled in the charity care program offered by CCP I <br />was refused an appointment by the Community Free Clinic for weeks <br />and finally had to show up in person and ask them why they did <br />not return any of my two dozen phone calls to offer me an <br />appointment. I noticed on each visit to that clinic that the <br />lobby was either empty or just had one person waiting to be seen <br />which led me to believe that they were intentionally refusing to <br />call back perspective clients and set an appointment for them. <br />After finally being allowed to come in for treatment at the <br />Community Free Clinic I told them about the four main problems I <br />was seeking medical treatment for, these medical conditions were <br />as follows. Extremely severe head pains which had sent me to the <br />emergency room, Coronary problems which were causing me great <br />chest discomfort, a blockage in my neck and serious stomach and <br />internal organ pains. Grace Liem the Nurse Practitioner at the <br />Community Free Clinic who oversaw my treatment sent me to <br />Carolina Medical Center Northeast also known as CMC to have test <br />done on my stomach and my neck but did nothing about my more <br />serious Neurological or Coronary medical conditions. From those <br />two test I found out that I had acquired a bacterial infection in <br />my stomach that was causing me internal pains and also had a glob <br />of Plaque stuck in my neck which could kill me if it got to my <br />brain. I was given antibiotics for the stomach bacteria but the <br />Community Free Clinic refused to help me with the much more <br />dangerous problem of the Plaque in my neck even though it was <br />life threatening. I was also sent to have a test done at the <br />Sleep Center ran by CMC Northeast in order to allegedly find out <br />if I was having problems breathing while sleeping but encountered <br />so many Patients Bill of Rights violations by the staff working <br />there that I attempted to file a complaint afterward. I first <br />brought this problem to the attention of Rebecca Gould the <br />immediate supervisor of that clinic but she was totally <br />indifferent as to her staff being hostile towards patients so I <br />told her that I would take this problem to her supervisor Doctor <br />Robert Mitchell which seemed to make her very unhappy. Mrs. <br />Gould immediately called a Mrs. Lee Marie Carrol who works for <br />the Northeast Physician network and informed her that I was <br />filing a complaint, Mrs. Carrol then in turn immediately emailed <br />CCP claiming that I should be terminated from their program <br />because I was making derogatory comments about women by filing <br />
