Commissioner Measmer seconded the motion and the MOTION carried, <br />with Chairman Poole, Vice Chairman Burrage and Commissioners Measmer and <br />Oesterreich voting for and Commissioner Morris voting against. <br />(G-3) Finance - Proposed Funding for Kannapolis Middle School <br />Pam Dubois, Deputy County Manager, stated on March 17 the Board voted <br />to fund the Kannapolis Middle School on a short -term financing for up to $23 <br />million if Kannapolis City Schools were to rescind their bond resolution. <br />Kannapolis City Schools did rescind their bond resolution in May. It is <br />proposed to do a budget amendment for $1,319,000.00 for the design phase of <br />the architect and engineering for Kannapolis Middle School. In order for the <br />design to begin in the month of June, a budget amendment needs to be passed. <br />That will allow the time table for Kannapolis to get the design phase of the <br />school completed on a timeline to meet a March 2015 debt issuance: for the <br />short --term financing for that school. The $1,319,000.00 would come from the <br />release of two assignments of fund balance; one from the Internal Service <br />Fund, releasing $1,019,000.00 and the other releasing $300,000.00 from the <br />landfill assignment. <br />Commissioner Oesterreich MOVED to approve the budget amendment, that <br />this money not be paid back and that the potential borrowing be reduced by <br />$1,319,000.00 to make a maximum potential borrowing of $21,681,000.00. <br />Commissioner Measmer seconded the motion. He questioned a statement included in the <br />PowerPoint regarding the square footage of the proposed Cannon Village <br />location for the RCCC (Rowan - Cabarrus Community College) Cosmetology Campus. <br />Dr. Carol Spalding, President and CEO, Rowan - Cabarrus Community College <br />(RCCC), responded the statement Commissioner Oesterreich questioned is in <br />reference to other potential locations and did not refer to the existing <br />location at the Cloverleaf Plaza. <br />Commissioner Oesterreich questioned the total renovation cost projected <br />for the Cannon Village location ($2,127,228.00) versus the Cloverleaf <br />location ($2,881,600.00). <br />Dr. Spalding advised both developers were requested to estimate the <br />cost for renovations using the same specifications as the Research Campus. <br />She stated moving to the new facility will be beneficial not only because the <br />costs are projected to be 35 percent less, but also because it includes the <br />benefit that students will not be cnsite during construction, which would be <br />the case if the current location was renovated. <br />Janet Spriggs, RCCC Chief Financial Officer, responded to questions <br />from Commissioner Oesterreich regarding the proposal from Benbrooke. She <br />expressed concerns regarding the vagueness of several essential details. <br />Dr. Spalding expressed support for the facility in downtown Kannapolis. <br />The proposals are as follows: <br />
