December 15, 2014 (Regular Meeting) <br />Page 2234 <br />a payment of $120,000 to the seller as compensation for <br />improvements and a signaled rail crossing (total estimated value <br />of $225,000) for the access off Wallace Road. The inability to <br />use that access precipitated the alternate access acquisition. <br />Consideration should be given to adding some part $120,000 to the <br />amount taken off the original sales price. There is remaining <br />value in the improvements and access road, particularly if an <br />additional parcel is exchanged for non- residential development <br />along the railroad tracks. Should the County cost of the access <br />road be split evenly ($60,000) with the Wallaces, the total <br />difference in value to be considered in redrawing the purchase <br />agreement would be $569,416.24. That is approximately equal to <br />three annual payments of $190,000 that would not be due to be <br />paid to the Wallaces. <br />Vice Chairman Poole expressed support for the exchange. <br />Vice Chairman Poole then MOVED to proceed in January and to authorize <br />the County Manager and County Attorney to continue negotiations for the <br />property exchange and have that information available for the Board in <br />January. Commissioner Mynatt seconded the motion. <br />Commissioner Shue expressed support for the property exchange. He <br />suggested during negotiations to consider spreading the three annual payments <br />(the amount that would not be owed to the Wallaces) across the remaining <br />years of the contract versus taking the three payments off at the end of the <br />contract. <br />Vice Chairman Poole advised since it is a zero interest contract, there <br />may be tax implications for the Wallaces that should be taken into <br />consideration. <br />The MOTION unanimously carried. <br />(G -2) Sheriff - Contract for Subscriber as a Service with Motorola Solutions <br />for New Radios <br />Sergeant Jody Johnson, Sheriff's Department, presented a request for a <br />contract for subscriber as a service with Motorola Solutions for new radios. <br />He advised the County currently has 525 radios for public safety in <br />operation. All of which will reach end of support in the coming year. The <br />County has added money into the CIP to begin a gradual replacement spread out <br />over the next few years. In a joint effort, Motorola has proposed Subscriber <br />as a Service, which will allow the county to replace all radios at one time <br />and spread the cost out over the next six years to include maintenance and <br />any other service needs that would arise with the radio (subscribers) . As a <br />service, the County would not own the radios, but would pay monthly for the <br />use and service of the radios. This would allow the county to budget a <br />consistent number for the next six years and allow the county to maintain the <br />latest in technology after the first six -year cycle by replacing the radios <br />with new ones and repeating the process for the next six years, with three <br />cycles built into the contract over eighteen years of replacement and /or exit <br />clauses. When factoring in the appropriated money in the CIP, and the <br />county's current maintenance pricing, the same amount of money will be spent <br />doing it this way as it would if the gradual approach to replacement was <br />implemented. <br />Vice Chairman Poole requested Motorola's consideration of donating the <br />old radios to area high school fire academy programs. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the contract between Cabarrus <br />County and Motorola Solutions; and authorized the County Manager to execute <br />the contract on behalf of Cabarrus County, subject to review and /or revision <br />by the County Attorney. <br />(G -3) County Manager - FY 2015 General Fund Budget <br />Mike Downs, County Manager, advised there were several areas the Board <br />requested staff to investigate, in regards to reinstating budget cuts from <br />the FY2014 -2015 budget. In addition, there are some programs and services <br />staff recommends reinstating. <br />As per the Boards' direction at the December 1, 2014 Work Session, Pam <br />Dubois, Deputy County Manager, reviewed the following list of proposed <br />programs and services for reinstatement: <br />
