He <br />advised County staff has investigated options available and has been advised <br />by the North Carolina Department of Environmental and Natural Resources <br />(NCDENR) that the only option available for the County is to hold a public <br />hearing. He said the public hearing has been requested and will be scheduled <br />by NCDENR at the appropriate time. <br />Myra Dotson, resident of 8418 Orange Grove Road in Chapel Hill and <br />Chair of the Sewage Sludge Action Network, provided handouts to the Board <br />about Synagro. She reviewed the handouts, stating miscalculations on permits <br />pulled in regards to sewage sludge violate the Federal Clean Water Act. <br />Rodney Kindley, resident of 2131 St. Stephens Church Road in Mount <br />Pleasant, expressed concerns regarding dumping of bio- solids by CMUD <br />(Charlotte Mecklenburg Utility Department) on farmland in Cabarrus County. <br />He stated there is no benefit to allowing human waste to be dumped on our <br />farmlands which would lead to the contamination of ground and surface water. <br />Dr. Lance Riley, resident of 6508 Reafield Drive in Charlotte, <br />commented on sewage sludge being dumped on farmland in Cabarrus County and <br />displayed a map of the area indicating where CMUD is currently permitted to <br />dump bio -solid waste in and around Cabarrus County. He expressed concerns <br />regarding contaminates including PCB's (Polychlorinated Biphenyls) on county <br />farmland. <br />Roy Riley, resident of 11311 Kluttz Road in Gold Hill, commented on <br />sewage sludge being dumped on farmland in Cabarrus County. He stated runoff <br />from the sludge will flow into the Yadkin River. He further stated he and <br />neighboring property owners do not want the sludge dumped in their area. He <br />expressed concerns over contaminants such as PCB's, medical waste, <br />pharmaceutical waste and mortuary waste in the sludge. <br />Betty Edwards, resident of 1521 Daybreak Ridge Road in Kannapolis, <br />commented on sewage sludge being dumped on farmland in Cabarrus County. She <br />expressed concern over food being grown on land that has been polluted by <br />sewage sludge and stated the citizens of Cabarrus County are against CMUD <br />dumping sewage sludge on Cabarrus County farmland. <br />Ronnie Long resident of 75 Hillcrest Avenue SE in Concord, expressed <br />concerns regarding the long -term effect on sewage sludge being dumped on <br />farmland in Cabarrus County. He urged the Board to take every possible <br />action to prevent sewage sludge dumping and to encourage our state <br />legislators to get involved. <br />O'Lynda Walker, resident of 10000 Mount Pleasant Road South in Midland, <br />pointed out locations on a map where sewage sludge dumping is occurring in <br />Midland. She expressed agreement with the aforementioned comments. She <br />questioned the safety of sludge, citing it is banned from being dumped near <br />streams and bodies of water. She urged the Board to tell state authorities <br />and Mecklenburg County Commissioners that Cabarrus County is saying no to <br />CMUD. <br />Andrew Culp, resident of 13000 Culp Road in Gold Hill, expressed <br />concerns regarding the dumping of sewage sludge by CMUD on farmland in <br />Cabarrus County. He questioned the safety of having a dairy farm on his land <br />when sewage sludge is present on his neighbor's land. <br />Philip Benham, resident of 761 Harris Street in Concord, expressed <br />concerns over debt in the county. <br />Gloria Winzenread, resident of Concord, spoke regarding cuts to the <br />libraries. She requested the Board place the libraries at the top of the <br />list when considering reinstating staff and services. <br />With there being no one else to address the Board, Chairman Morris <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT <br />(F -1) Active Living and Parks - 2015 Fees and Charges Policy <br />
