January 22, 2013 (Regular Meeting) Page 1395 <br />to the Agricultural Advisory Board for three -year terms ending January 31, <br />2016. <br />(H -3) Appointments and Removals - Cabarrus County Senior Centers Advisory <br />Council <br />New bylaws were adopted at the December 17, 2012 meeting of the <br />Department of Aging Advisory Board. In the bylaws the Board changed its name <br />to the Cabarrus County Senior Centers Advisory Council. Also at that <br />meeting, the Council voted unanimously to reappoint Tom Kurzel and Ella <br />Walters to three -year terms ending December 31, 2015. <br />The terms of appointment for Frank Whitley, Robin Swaringen, Jr. and <br />Theodore Drain ended December 31, 2012. Also, Geraldine Foster has resigned <br />from her position on the Council. It is requested to remove their names from <br />the roster. <br />According to the Bylaws, Article V., Section 1, the Advisory Council <br />shall consist of eleven (11) members appointed by the Cabarrus County Board <br />of Commissioners plus the following ex- officio members: the President of the <br />Cabarrus County Council on Aging; the Cabarrus delegate to the North Carolina <br />Senior Tar Heel Legislature; one member of the Cabarrus County delegation to <br />the Area Agency on Aging, Region F Advisory Council, appointed by the <br />chairperson; and one member of the Active Living and Parks Commission. <br />Theodore Drain is the Cabarrus delegate to the North Carolina Senior <br />Tar Heel Legislature and will fill that position on the Council. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman White <br />and unanimously carried, the Board reappointed Tom Kurzel and Ella Walters to <br />the Cabarrus County Senior Centers Advisory Council for three -year terms <br />ending December 31, 2015. By the same motion, the Board removed Frank <br />Whitley, Robin Swaringen, Jr. and Geraldine Foster from the Cabarrus County <br />Senior Centers Advisory Council roster. <br />(H -a) Appointments and Removals - Council for a Sustainable Local Economy <br />Appointments are needed for the CSLE (Council for a Sustainable Local <br />Economy). Several Members with terms expiring on December 31, 2012 <br />respectfully request to be reappointed to the Council for another 1 -year term <br />to expire on December 31, 2013. They are: Heath Ritchie, Francis Koster, <br />Rod Townley, Ronald Long, and William Robert Higbee. <br />Wayne King and Sam Leder, whose appointments expired on December 31, <br />2012, are not seeking reappointment to the Council. <br />UPON MOTION of Commissioner Burrage, seconded by Commissioner Measmer, <br />with Chairman Poole and Commissioners Burrage, Measmer and Morris voting for <br />and Vice Chairman White voting against, the Board reappointed Heath Ritchie, <br />Francis Koster, Rod Townley, Ronald Long and William Robert Higbee to the <br />Council for a Sustainable Local Economy (CSLE) for one -year terms ending <br />December 31, 2013. By the same vote, the Board removed Wayne King and Sam <br />Leder from the CSLE roster and thanked them for their service. <br />(H -5) Appointments and Removals - Nursing Home Community Advisory Committee <br />According to the Regional Ombudsman, Peggy Yost wishes to be <br />reappointed to the Nursing Home Community Advisory Committee. <br />Also, Mitchell Hagler has resigned from the Committee. The Regional <br />Ombudsman requests the removal of Mr. Hagler from the Nursing Home Community <br />Advisory Committee roster. Dianne Bingle °s term ended November 30, 2012. <br />Due to unexpected circumstances, her schedule has changed and she does not <br />wish to be reappointed. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board reappointed Peggy Yost to the Nursing Home <br />Community Advisory Committee for a three -year term ending January 31, 2016 <br />and removed Mitchell Hagler and Dianne Bingle from the Nursing Home Community <br />Advisory Committee roster and thanked them for their service. <br />(I) REPORTS <br />(I -1) Active Living and Parks Department - Town of Midland Proposal for <br />Wallace Park Operations <br />
