April 15, 2013 (Regular Meeting) Page 1501 <br />Gary Gluf, resident of 181 Glendale Avenue SE in Concord, spoke in <br />opposition of the proposed resolution regarding the Second Amendment rights <br />of citizens. He urged the Board to reconsider the entire resolution. <br />With there being no one else to address the Board, Chairman Poole <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />(E -1) County Manager - Update on KCS QSCB (Qualified School Construction <br />Bonds) Projects <br />Chairman Poole advised Will Crabtree, Kannapolis City Schools (KCS) , <br />was unable to attend the meeting, but reported the Kannapolis Intermediate <br />School (KIS) roofing project was completed last week. After all the projects <br />have been reconciled, KCS will report on leftover funding. <br />(F) CONSENT AGENDA <br />(F -1) Active Living and Parks - Memorandum of Understanding Regarding Joint <br />Use of Facilities <br />The Active Living and Parks (ALP) Department is requesting the Board of <br />Commissioners approval of the updated Memorandum of Understanding Regarding <br />Joint Use of Facilities. The MOU is an agreement between the Cabarrus County <br />Board of Commissioners and the Cabarrus County Board of Education for the <br />joint use of facilities. A joint use agreement with specific operation and <br />management procedures will be developed by the school and ALP "s Department. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White <br />and unanimously carried, the Board approved the Memorandum of Understanding <br />Regarding Joint Use of Facilities between the Cabarrus County Board of <br />Commissioners and the Cabarrus County Board of Education. <br />(F -2) 130C - Resolution Amending the Cabarrus County Board of Commissioners' <br />Meeting Schedule for Calendar Year 2013 <br />The North Carolina Association of County Commissioners had determined <br />the date for County Assembly Day to be June 5, 2013 at the time when the <br />Board adopted the 2013 Meeting Schedule on December 17, 2012. The <br />Association has changed the date for County Assembly Day to be held on May <br />22, 2013 in Raleigh, North Carolina. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White <br />and unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2013 -05 <br />RESOLUTION AMENDING THE <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br />2013 MEETING SCHEDULE <br />WHEREAS, the Cabarrus County Board of Commissioners adopted Resolution <br />No. 2012 -22 on December 17, 2012, which established the Board's meeting <br />schedule for calendar year 2013 ; and <br />WHEREAS, on December 17 the date for County Assembly Day had been <br />determined to be June 5 th by the North Carolina Association of County <br />Commissioners ( NCACC); and <br />WHEREAS, NCACC later scheduled County Assembly Day to be held on May <br />22 in Raleigh; and <br />NOW, THEREFORE BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners hereby amends its 2013 meeting schedule as follows: <br />Sets the NCACC County Assembly Day and Legislative Reception on May 22, <br />2013, in Raleigh, North Carolina. <br />Except as amended herein, the regular meeting schedule adopted by the <br />Board of Commissioners on December 17, 2012, shall remain in full force <br />and effect. <br />Adopted this the 15 day of April, 2013. <br />
