In the near future, staff plans <br />to discuss fund balance policies with the Board and may suggest <br />policy revisions at that time. <br />The Board may choose to move funds into the Capital Reserve Fund <br />at any time; however, once funds are placed in the Reserve, they <br />cannot be returned to the General Fund should the need arise. <br />Staff recommends maintaining more control over the funds during <br />times of uncertainty or change. <br />General Services - Solid Waste Division - Scrap Tire Disposal Contract with <br />US Tire Recycling <br />Kevin Grant, Sustainability Manager, presented the following <br />information related to a Scrap Tire Disposal Contract with US Tire Recycling: <br />Pursuant to NCGS 130 -A- 309.58, Cabarrus County is required to <br />dispose of used /scrap tires at a state- approved disposal <br />facility. US Tire Recycling, located in Cabarrus County, meets <br />the requirements as set out by state regulations. The Solid <br />Waste Department requests that US Tire Recycling continue to be <br />designated as the county disposal facility for used /scrap tires <br />and that the Board of Commissioners approve the renewal of the <br />three (3) year contract in the amount up to $615,000.00. This <br />service is funded through a revenue distribution from the State <br />Scrap Tire Tax Program and is included in the FY 2013 -2014 <br />budget. <br />Mr. Grant responded to questions from the Board. Kyle Bilafer, General <br />Services Director, was also in attendance. <br />Human Services - Home and Community Care Block Grant (HCCBG) Fundinq Plan <br />Ben Rose, Human Services Director, presented a brief overview of the <br />HCCBG (Home and Community Care Block Grant) Funding Plan. <br />Kathy Mowrer, Human Services Program Administrator, addressed the <br />following information relating to the HCCBG Funding Plan: <br />The FY14 Home and Community Care Block Grant Funding Plan is <br />being submitted for approval. The funding for the FY14 HCCBG <br />Funding Plan has been reviewed and approved by the HCCBG <br />committee and it requires approval by the Board of Commissioners. <br />The Home and Community Care Block Grant funds a variety of <br />services to the aging population within Cabarrus County, <br />including home based, nutritional, educational and recreational <br />activities. <br />Ms. Mowrer advised the HCCBG funds come from the Older Americans Act, <br />stating approximately 55 percent are federal funds, 45 percent are state <br />funds and with an 11 percent County match. The HCCBG Advisory Committee <br />determines the most needed services, the amount of funds to be allocated to <br />those services and which agencies will provide those services. <br />Mike Downs, County Manager, advised the HCCBG Advisory Committee has <br />members representing staff, seniors and providers. He stated there is less <br />funding this year due to federal and state cuts. Mr. Downs acknowledged <br />Gayla Woody, Centralina Council of Governments (CLOG), for her administration <br />of the program during the Human Services transition and noted Human Services <br />will be the lead agency effective July 1, 2013. He also stated staff is <br />creating a strategic plan for the senior population. <br />A discussion ensued. During discussion, Mr. Rose and Ms. Mowrer <br />responded to a variety of questions from the Board. <br />BOC - General Budget Discussion <br />Mike Downs, County Manager, advised changes have been made to the Five - <br />Year Plan based on various requests from the Board. <br />Recess of Meeting <br />The Board took a short break at 5:06 p.m. The meeting resumed at 5:15 <br />p.m. <br />BOC - General Budget Discussion - Continued <br />
