Such devices shall be <br />accessible and safely located, and the measuring system shall be <br />installed in accordance with plans approved by WSACC and the <br />governing municipality. The metering system shall be installed and <br />maintained at the user's expense according to arrangements that may <br />be made with WSACC. <br />(3) Where any user procures all or part of his water supply from <br />sources other than WSACC, the user shall install and maintain at <br />his own expense water meters of a type approved by WSACC for the <br />purposes of determining the proper volume of wastewater discharged <br />to such sewers. <br />(b) The character and concentration of the constituents of wastewater used in <br />determining surcharges shall be determined by samples collected and <br />analyzed by WSACC. Samples shall be collected in such manner as to be <br />representative of the actual discharge and shall be analyzed using <br />procedures set forth in 40 CFR Part 136. <br />(c) The determination by the Executive Director or his duly appointed <br />representatives of the character and concentration of the wastewater <br />discharge shall be binding as a basis for charges. <br />(d) Any source that discharges non - domestic wastewater in excess of the <br />levels listed above may be subject to surcharges. <br />(e) The Executive Director may assess surcharges to users to recover any <br />additional costs incurred by WSACC for the handling and disposal of <br />sludge. <br />3.4 Pretreatment Program Administration Charges <br />The schedule of charges and fees adopted by WSACC may include charges and fees <br />for: <br />(a) reimbursement of costs of setting up and operating the pretreatment <br />program; <br />(b) monitoring, inspections and surveillance procedures; <br />(c) reviewing slug control plans, including accidental and /or slug load <br />discharge procedures and construction plans and specifications; <br />(d) permitting; and <br />(e) other fees as WSACC may deem necessary to carry out the requirements of <br />the pretreatment program. <br />3.5 Application and Renewal Fees <br />(a) The initial application of a user to discharge to the POTW shall include <br />an application fee. This fee is for staff costs in reviewing said <br />application and will not be refunded if a determination is made that the <br />proposed facility does not need to participate in the pretreatment <br />program. <br />(b) Each time a wastewater discharge permit or septage discharge permit is <br />renewed, a permit renewal fee shall be collected to cover staff time and <br />resources. <br />3.6 Residential, Commercial and Unpermitted Non - domestic Users <br />Regular sewer service fees and charges will be assessed to each residential, <br />commercial and unpermitted non - domestic user for the use of the sewer systems <br />to recover the costs incurred for the operation and administration of the <br />collection and wastewater treatment systems. <br />3.7 Penalties for Failure to Pay <br />Payment of charges, fees, and assessments shall be made monthly and shall be <br />due as specified on the bill.
