August 19, 2013 (Regular Meeting) <br />Page 1717 <br />purchase the property, approve the sale of the Webb Field <br />property to the City of Concord by the Board of Education for a <br />total of $210,000.00 and agree that the proceeds from the sale <br />will be allowed for capital improvements in Cabarrus County <br />schools, as determined by the Board of Education. <br />A discussion ensued. During discussion, Mr. Witke responded to a <br />variety of questions from the Board. Issues addressed included the <br />following: future plans for the old Concord High School property; plans for <br />funds received from the Sale; the appraised property value; access to the <br />property; etc. <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Morris <br />and unanimously carried, the Board moved to refuse Cabarrus County's right to <br />purchase the Webb Field property and to approve the sale of the Webb Field <br />property by Cabarrus County School's (CCS) Board of Education to the City of <br />Concord, for the amount of $210,000.00 and under the terms that the proceeds <br />will be utilized for CCS capital improvements, as determined by the Board of <br />Education. <br />(H -6) General Services - Award of Service Truck(s) and SUV(s) Bids <br />Kyle Bilafer, General Services Director, stated a public bid for four <br />(4) service trucks, one (1) dump truck, and three (3) SUV's was advertised <br />and a total of three (3) companies Submitted sealed bids on the various <br />vehicles. Based on the outcome of those bids, it is recommended to purchase <br />four (4) service trucks, one (1) dump truck and one (1) SUV from Hilbish Ford <br />for a total amount of $170,150.00. This policy will allow staff to devote more time to case <br />processing and conversion in an effort to bring the caseload into compliance <br />for benefit issuance. options for hiring temporary staff were also <br />addressed. <br />A discussion ensued. During discussion, Mr. Rose and Ms. Baker <br />responded to questions from the Board. <br />Vice Chairman Measmer expressed support for a temporary phone policy. <br />He expressed opposition to hiring temporary staff and discussion continued. <br />Commissioner Oesterreich suggested a modified phone policy, limiting <br />the number of phone calls taken during the afternoon without closing the call <br />center. Discussion continued. <br />Commissioner Morris expressed support for a temporary phone policy. <br />Mike Downs, County Manager, advised if a temporary phone policy is <br />established, then updates will be presented to the Board regarding the <br />Department's progress and press releases will be used to communicate the <br />policy to the public. <br />
