August 19, 2013 (Regular Meeting) <br />Page 1 718 <br />Chairman Poole expressed opposition to a temporary phone policy. She <br />suggested the Department look into temporary staffing and discussion <br />continued. <br />Vice Chairman Measmer MOVED to grant authority to the Department of <br />Human Services to establish a temporary phone policy restricting phone calls <br />to the Division of Economic Services in an effort to allow staff to process <br />and convert cases subject to approval by the County Manager. Commissioner <br />Morris seconded the motion. Following a brief discussion, the MOTION carried <br />with Vice Chairman Measmer and Commissioners Morris and Oesterreich voting <br />for and Chairman Poole and Burrage voting against. <br />(H -8) County Manager - NC Cooperative Extension Service Request for Special <br />Leave <br />Jonathan Marshall, Deputy County Manager, advised the State budget for <br />FY 2013 -14 included an additional 40 hours of paid leave for State employees. <br />He stated local Cooperative Extension employees are compensated in part by <br />the State and part by the County. Sheri Schwab, Director of County <br />Operations, has requested local jurisdictions decide whether or not to award <br />the local proportional share of the special leave. Local Cooperative <br />Extension employees are not eligible for the cost -of- living or merit raises <br />allowed for County employees as part of the County's FY 2013 -14 budget. <br />Mr. Marshall and Robert Furr, Cooperative Extension Director, responded <br />to questions from the Board. The following issues were addressed: the leave <br />will not affect the budget; the leave must be used by the end of the fiscal <br />year; special leave was awarded last year; etc. <br />UPON MOTION of Chairman Poole, seconded by Commissioner Morris and <br />carried, with Chairman Poole and Commissioners Morris and Oesterreich voting <br />for and Vice Chairman Measmer and Commissioner Burrage voting against, the <br />Board awarded the proportional match for the "Special Leave ". <br />• � 441_ <br />(I -1) Appointments (Removals) - Adult Care Home Community Advisory Committee <br />Resignations have been received from Ms. Esther Turner and Ms. Marie <br />Ramseur from the Adult Care Home Community Advisory Committee.
