Vice Chairman Measmer MOVED to grant authority to the Department of Human Services to establish a temporary phone policy restricting phone calls to the Division of Economic Services in an effort to allow staff to process and convert cases subject to approval by the County Manager. Commissioner Morris seconded the motion. Following a brief discussion, the MOTION carried with Vice Chairman Measmer and Commissioners Morris and Oesterreich voting for and Chairman Poole and Burrage voting against. (H -8) County Manager - NC Cooperative Extension Service Request for Special Leave Jonathan Marshall, Deputy County Manager, advised the State budget for FY 2013 -14 included an additional 40 hours of paid leave for State employees. He stated local Cooperative Extension employees are compensated in part by the State and part by the County. Sheri Schwab, Director of County Operations, has requested local jurisdictions decide whether or not to award the local proportional share of the special leave. Local Cooperative Extension employees are not eligible for the cost -of- living or merit raises allowed for County employees as part of the County's FY 2013 -14 budget. Mr. Marshall and Robert Furr, Cooperative Extension Director, responded to questions from the Board. The following issues were addressed: the leave will not affect the budget; the leave must be used by the end of the fiscal year; special leave was awarded last year; etc. UPON MOTION of Chairman Poole, seconded by Commissioner Morris and carried, with Chairman Poole and Commissioners Morris and Oesterreich voting for and Vice Chairman Measmer and Commissioner Burrage voting against, the Board awarded the proportional match for the "Special Leave ". • � 441_ (I -1) Appointments (Removals) - Adult Care Home Community Advisory Committee Resignations have been received from Ms. Esther Turner and Ms. Marie Ramseur from the Adult Care Home Community Advisory Committee. The Regional Ombudsman requests the removal of their names from the Adult Care Home Community Advisory Committee roster. UPON MOTION of Commissioner Burrage, seconded by Chairman Poole and unanimously carried, the Board removed Esther Turner and Marie Ramseur from the Adult Care Home Community Advisory Committee roster and thanked them for their service. Chairman Poole announced there are seven vacancies on this committee and urged residents to consider applying for a position. (I -2) Appointments - BOC - Amendments to Commissioner Appointments for 2013 UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Measmer and unanimously carried, the Board approved the commissioner appointments for 2013 as amended and set forth in the agenda.
