UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Burrage and unanimously carried, the Board removed Danny Fesperman "Central Area" representative from the Planning and Zoning Commission roster, effective August 31, 2013; appointed Andrew Deal to replace Danny Fesperman as the "Central Area" representative and as a regular member of the Planning and Zoning Commission for a three -year term ending August 31, 2016; reappointed Shannon Frye as the "At -large Area" representative and Armistead Eugene Divine as the "Harrisburg Area" representative on the Planning and Zoning Commission for three -year terms ending August 31, 2016; including an exception to the "service on multiple boards" provision of the Appointment Policy for Mr. Divine; reappointed Chris Pinto as an "Alternate" to the Planning and Zoning Commission, for a three -year term ending August 31, 2016; including an exception to the "service on multiple boards" provision of the Appointment Policy; and appointed Andrew Graham as an "Alternate" to complete an unexpired term ending August 31, 2014. (I -7) Appointments - Transportation Advisory Board Susan Caudle °s term on the Transportation Advisory Board (TAB) ended June 30, 2013. She has served on this Board since 2004. Ms. Caudle has requested Judy Coble be appointed to fill her position as the "LIFE Center" representative. Ms. Coble resides in Rowan County and an exception to the "residency" provision of the Appointment Policy will be needed for her. UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Burrage and unanimously carried, the Board removed Susan Caudle "LIFE Center" representative from the Transportation Advisory Board roster and thanked her for her many years of service. By the same motion, the Board appointed Judy Coble to the Transportation Advisory Board as the "LIFE Center" representative for a three -year term ending June 30, 2016; including an exception to the "residency" provision of the Appointment Policy. (J) REPORTS (J -1) County Manager - Monthly Reports on Building Activity The Board received the Cabarrus County Construction Standards Dodge Report for July 2013 and the Cabarrus County Commercial Building Plan Review Summary for July 2013 for informational purposes as part of the Agenda. No action was required of the Board. (J -2) Human Services - Department of Human Services Quarterly Report for April 2013 - June 2013 The Board received the Department of Human Services Quarterly Report for April 2013 - June 2013 for informational purposes as part of the Agenda. No action was required of the Board. (J -3) Planning and Development - CDBG Monthly Report for June The Board received the monthly report for CDBG activity for informational purposes as part of the Agenda. No action was required of the Board. (J -4) Register of Deeds - Second Quarter Records Report The Board received the Register of Deeds Second Quarter Records Report as part of the Agenda. No action was required of the Board. (J -5) BOC - Receive Updates from Commission Members Who Serve as Liaisons to Municipalities or on Various Boards /Committees Commissioner Burrage advised the Board of Commissioners does not have authority over the Kannapolis City Council or their decision to annex property.
