STAXINGB <br />MATEMLS <br />L <br />Discussion items for Action at the January 17, 2012 Meeting <br />County Manager - Update on Proposed Development at Corner of Union Street and <br />Corban Street <br />The Board received an update from Concord Rotary Club representatives <br />Brian King and Mark Hermans on the proposed development, "Rotary Square" at <br />the corner of Union and Corban Streets. Rotary Square is a proposed public <br />space that incorporates a permanent farmers` market shelter and an open <br />square designed to provide a casual outdoor green space for local residents, <br />Historic Downtown Concord employees, and visitors to Historic Downtown <br />Concord. The project is a collaborative venture between the Concord Rotary, <br />Cabarrus County, the City of Concord and the Water and Sewer Authority of <br />Cabarrus County. A lengthy discussion ensued. Issues addressed included the <br />following: e -mails Commissioner White received concerning a petition in <br />opposition of the proposed park and e -mails from citizens asking to have <br />their names removed from the petition; concerns - related to a water spray <br />feature: safety, liability (no increase in premiums for the County - <br />additional exposure), the water feature can be turned off at any time; site <br />maintenance; trash collection; parking; fencing; electricity: Concord agreed <br />to pay the utilities for five (5) years; etc. <br />Commissioner White MOVED to place "County Manager - Update on Proposed <br />Development at Corner of Union Street and Corban Street" on the January 17, <br />2012 Agenda as a Consent item. Commissioner Carruth seconded the motion. <br />Chairman Poole advised she is not in favor of the water feature because <br />of the potential risk it represents and advised that an agreement be reached <br />with Concord for trash collection. She also expressed a preference for <br />approving agenda items for the January regular meeting at the end of the work <br />session. <br />Jonathan Marshall, Deputy County Manager, pointed cut that the water <br />feature will not be available for private use. Discussion continued. <br />In lieu of the Chairman's earlier request to approve agenda items <br />collectively, Commissioners White and Carruth withdrew their IVIOTIOivS. <br />Salisbury -Rowan Community Action. Agency, Inc. - Presentation. of ±°'a 12 -13 <br />Application for Funding <br />Kay Honeycutt, Clerk to the Board, advised that additional grant <br />materials were received this morning and that the Board would not have had <br />time to review them. <br />Denisha Torrence, Salisbury -Rowan Community Action Agency, Inc. <br />Assistant CSBG Director, reported the FY 2012 -2013 Community Services Block <br />
