January 3, 2012 (Work Session) Page 922 <br />Grant program will provide a variety of support services (educational, <br />budgetary, emergency, transportation, etc.) to approximately 110 low- income <br />families in Cabarrus and Rowan counties. As such, the Agency is required to <br />provide the grant application to both Boards of County Commissioners. <br />Although the application does not require approval by the Commission, each <br />Board is required to review the application and has a thirty -day comment <br />period. She advised that comments may be submitted to the Agency. She <br />identified the grant budget as $383,809.00 (Cabarrus - $153,524.00; Rowan - <br />$230,285.00). She also addressed planning periods, number of public hearings <br />held for the CSBG grant and other programs the Agency provides. In closing, <br />Ms. Torrence stated her availability to respond to questions from the Board. <br />Questions raised by Board members related to: where is the program <br />located in Cabarrus County; outreach efforts; how are the funding levels <br />determined; amount of State vs. Federal funding; number of paid staff in the <br />CSBG division; amount of funding that goes to the clients vs. paid staff; <br />etc. <br />No action was taken. <br />County tanager - Discuss Options for the Old Bethel School Property <br />Jonathan Marshall, Deputy County Manager, reported the Board of <br />Trustees of Woodson University withdrew its offer to purchase the Old Bethel <br />School Property. Options the Board may wish to consider are: <br />reconsideration of previous offers to purchase; soliciting additional offers <br />for purchase; or abatement and demolition of the buildings on the property. <br />Kyle Bilafer, General Services Director, responded to a variety of <br />questions from the Board related to abatement and demolition issues. He <br />estimated those costs to be around $1.5 million. <br />In response to questions from the Board, Richard M. Koch, County <br />Attorney, addressed "chain of title" issues as they relate to environmental <br />laws. <br />Board members expressed support for selling the property and to include <br />funding for abatement and demolition in the FY 12 -13 budget. Chairman Poole <br />encouraged Board members to reach out to any interested parties. <br />Planning and Development - Reservation of Capacity for Afton Ridge Apartments <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information relating to a request for a Reservation of Capacity Certificate <br />for Afton Ridge Apartments: <br />CK Lakepointe Corporate Center, LLC, (301 S. College St., Suite <br />2800, Charlotte, NC 28202) is requesting a Reservation of <br />Capacity for the Afton Ridge Apartment project, which consists of <br />414 multi - family units on +/- 20 acres, located off Kannapolis <br />Parkway on Glen Afton Boulevard in the City of Kannapolis, North <br />Carolina. <br />School Capacity Review <br />The Afton Ridge multi - family residential project is expected to <br />produce approximately 62 elementary students, 23 middle school <br />students and 30 high school students for a total of 115 students. <br />The schools impacted by the project are Charles E.
