They also stated their willingness <br />to consider certain findings contained in the "Operating Cost Analysis <br />Report" prepared by Public Safety Solutions, Inc., regarding bulk purchasing <br />and compatible equipment. <br />Recess of Meeting <br />The Board took a break at 5 :30 p.m. The meeting resumed at 5:45 p.m. <br />Mt. Mitchell Volunteer Fire Department <br />Robert Earnhardt requested revenue a neutral tax rate ($0.0567) for FY <br />13 and responded to questions from the Board related to equipment, personnel, <br />grants, etc. He also expressed willingness to consider certain findings <br />contained in the "Operating Cost Analysis Report" prepared by Public Safety <br />Solutions, Inc., regarding bulk purchasing and compatible equipment. <br />Pam Dubois, Deputy County Manager, arrived at 5:49 p.m. and was present <br />for the remainder of the meeting. <br />Mt. Pleasant Volunteer Fire Department <br />Del Eudy, Mayor of Mt. Pleasant and Chief Chris Honeycutt presented a <br />request for a revenue neutral tax rate ($0.0631) for FY 13 to maintain and <br />enhance current operations, purchase uniforms and buy two (2) new computers. <br />Bill Pless was also present. <br />Mr. Eudy and Chief Honeycutt also responded to questions from the <br />Board and stated their expressed willingness to consider certain findings <br />contained in the "Operating Cost Analysis Report" prepared by Public Safety <br />Solutions, Inc., regarding bulk purchasing and compatible equipment. <br />Northeast Volunteer Fire Department <br />Eddie Moose, Vice Chairman of the Board of Directors, Rick Earnhardt, <br />Board member and Chief Chris Honeycutt presented a request for a revenue <br />neutral tax rate (0.0679) for FY 13. Mr. Moose and Chief Honeycutt responded <br />to questions from the Board and expressed willingness to consider certain <br />findings contained in the "Operating Cost Analysis Report" prepared by Public <br />Safety Solutions, Inc., regarding bulk purchasing and compatible equipment. <br />Also, it was noted that Northeast received a used ambulance as a donation <br />from the Cabarrus Rescue Squad. <br />Odell Volunteer Fire Department <br />Lonnie Seaford, President of Board of Directors, Kathy Irvin, Treasurer <br />and Chief Jake Williams presented a request for a revenue neutral tax rate <br />($0.0581) for FY 13. Mr. Seaford reviewed the Department's accomplishments <br />in preparation for a new inspection by the N.C. OSFM (Office of State Fire <br />Marshal) as requested by the Department to lower its ISO (Insurance Services <br />Office) rating. Mr. Seaford and Chief Williams also responded to questions <br />from the Board and expressed their willingness to consider certain findings <br />contained in the "Operating Cost Analysis Report" prepared by Public Safety <br />Solutions, Inc., regarding bulk purchasing and compatible equipment. Chief <br />Williams also addressed the use of "piggybacking" on local, state and <br />regional bids to save money. A general discussion ensued concerning the dry <br />hydrant installed on Lake Don T. Howell and public meetings. <br />Rimer Volunteer Fire Department <br />Chief Earl Rahme and Bill Simmons, Chairman of the Board of Directors <br />presented a request for a revenue neutral tax rate (0.068) for FY 13. Mr. <br />Simmons advised revenues must be maintained to make debt service payments, <br />which constitute 60 percent of the Department's budget and equipment <br />replacement. Mr. Simmons also responded to questions from the Board and <br />expressed his willingness to consider certain findings contained in the <br />"Operating Cost Analysis Report" prepared by Public Safety Solutions, Inc., <br />regarding bulk purchasing and compatible equipment. <br />
