June 18, 2012 (Regular Meeting) <br />Page 1128 <br />UPON MOTION of Chairman Poole, seconded by Commissioner Carruth and <br />unanimously carried, the Board approved the reallocation of $85,000.00 from <br />the QSCB Concord High School Chiller project to the Concord High School <br />Dining Room expansion project. <br />(G -4) County Manager - Adoption of the FY 2013 Cabarrus County Budget and <br />Public Hearing - 6:30 P.M. <br />Chairman Poole advised the Town of Harrisburg plans to adopt its FY 13 <br />budget on Monday, June 26, 2012, which includes setting the fire tax rate for <br />Harrisburg city residents. Because the Harrisburg Town Council's action <br />could be different than what is proposed in the County's budget ordinance for <br />the Special Fire Tax and Insurance Districts Fund and affects Harrisburg <br />residents living outside the town limits, the Commission discussed its <br />options for adopting the budget ordinance. The most favored option was to <br />adopt the budget ordinance for the Special Fire Tax and Insurance Districts <br />Fund after the Harrisburg Town Council approves their budget. Board members <br />also checked their calendars for availability. <br />Erica Nesbitt, Budget and Performance Manager, reported the County <br />Manager's recommended budget for FY 13 was presented to the Board on May 21, <br />2012 and four (4) budget workshops were held thereafter to modify the budget <br />as directed by the Commission. The proposed FY 13 budget totals <br />$211,408,859.00 and sets the property tax rate at 70 cents per $100 <br />valuation. She also identified the budgets for the following funds: <br />Budget Ordinances <br />Special Fire Tax and Insurance Districts <br />$2,824,592.00 <br />Capital Improvements Project <br />$1,602,000.00 <br />General Fund <br />$200,267,199.00 <br />Cabarrus Arena and Events Center Fund <br />$1,587,884.00 <br />Landfill Fund <br />$1,148,000.00 <br />911 Emergency Telephone Fund <br />$686,674.00 <br />Health Insurance Fund <br />$7,719,102.00 <br />Total <br />$211,408,859.00 <br />In closing, Ms. Nesbitt stated her availability to respond to questions <br />from the Board. <br />Chairman Poole opened the public hearing at 7:08 p.m. The Public <br />Hearing Notice was published on May 13 and June 10, 2012 in THE INDEPENDENT <br />TRIBUNE. The Public Hearing Notice was also posted on the County's website <br />( www.cabarruscounty.us ) on May 8, 2012 in accordance with Article 2, <br />Administration, Section 2.1 (Use of Electronic Means to Provide Public <br />Notices) of the Cabarrus County Code of Ordinances. <br />Bishop Roland Jordan, resident of 134 Lore Street in Concord, spoke in <br />support of Senior Center services. <br />Nelson Lee, resident of 2704 Pennsylvania Avenue in Kannapolis, and <br />representative of Vietnam Veterans of America Chapter 909, urged the Board <br />not to combine the Senior Center with the Department of Social Services. He <br />reported having no issues with the Department of Aging during his 10 -year <br />affiliation with the Department. <br />Dee Vernon, resident of 1204 Berkshire Drive in Kannapolis, questioned <br />the legality of combining the Department of Social Services with the <br />Department of Aging, noting Senate Bill 438, and spoke in opposition to the <br />proposed consolidation of the Department of Aging. <br />Annette Young, resident of 7865 Grimsby Circle in Harrisburg, and <br />Department of Aging Advisory Committee member and President of the Cabarrus <br />County Council on Aging, noted the advantage of addressing seniors' needs in <br />one location and the attraction Cabarrus County holds for seniors. She <br />advised having services and programs in different locations is not <br />convenient. <br />Donna Brezina, resident of 8108 Rocky River Road in Harrisburg, urged <br />the Board not to combine the Department of Aging with the Department of <br />Social Services and Parks Department, as proposed. <br />Dorothy Scocca, resident of 760 Juanita Drive in Concord, advised the <br />Senior Center is a wonderful place and urged the Board not to change it. <br />
