June 18, 2012 (Regular Meeting) Page 1129 <br />Ann Eaves, resident of 1600 Flowes Store Road in Concord and Department <br />of Aging Advisory Committee Board member, stated combining the Department of <br />Aging with the Department of Social Services and Parks Department will weaken <br />senior services. She reported the County saved $261,132.86 in salary and <br />benefits from 149 documented volunteers who provided thousands of free labor <br />hours. She stated there are also many undocumented volunteers who provide <br />many more hours of savings for the county. She also stated a petition asking <br />for the Department of Aging to continue as it currently exists has been <br />presented to the Board and includes 813 signatures. She respectfully <br />requested the Board reject or postpone changes to the Department of Aging <br />until a study can be conducted. <br />Ted Drain, resident of 4877 Keeneland Place SW in Concord, Department <br />of Aging Advisory Board member, and Cabarrus delegate to the Senior Tarheel <br />Legislature, urged the Board to postpone making any changes to the Department <br />of Aging until July 1, 2013. In the meantime, he requested the Board create <br />regional focus groups; clarify in written policy, the role and duties of the <br />aging advisory committee and how the senior center trust fund will be used; <br />and, conduct a senior satisfaction survey. In closing, he said if the <br />conversion has been in the works for two years, waiting another year will not <br />hurt. <br />Barbara Burrage, resident of 558 Sagewood Place SW in Concord, <br />expressed support for the aforementioned public comments. She also stated <br />combining the Department of Aging with the Department of Social Services <br />(DSS) will be a tragedy and described a negative experience she had as a <br />volunteer at DSS. <br />Jason Oesterreich, resident of 800 Towncreek Place in Concord, spoke in <br />opposition to the FY 13 proposed budget. He addressed the resolution adopted <br />in April 18, 2011 in support of a quarter cent sales tax increase, the <br />proposed 7 -cent property tax increase and the recent property revaluation. <br />Price Crutchfield, resident of 592 Love Street in Concord, expressed <br />opposition to the budget if it raises taxes. <br />With there being no one else to address the Board, Chairman Poole <br />closed the public hearing. <br />Budget Ordinance - Special Fire Tax and Insurance Districts Fund <br />Following discussion, the Board agreed by consensus to meet on Tuesday, <br />June 26, 2012 at 5 p.m. to address the budget ordinance for the Special Fire <br />Tax and Insurance Districts Fund Fiscal Year 2012 -2013 to allow the Town of <br />Harrisburg additional time to adopt its budget. <br />Budget Ordinance - Capital Improvements Project <br />Commissioner Carruth MOVED to adopt the Cabarrus County Capital <br />Improvements Project Budget Ordinance for FY 2012 -2013 and provided an <br />explanation of the CIP (Capital Improvement Plan) for the benefit of the <br />viewing audience. Commissioner White seconded the motion and the MOTION <br />unanimously carried. <br />The budget ordinance is as follows: <br />Ordinance No. 2012 -08 <br />CABARRUS COUNTY CAPITAL IMPROVEMENTS PROJECT <br />BUDGET ORDINANCE <br />FISCAL YEAR 2012 -2013 <br />BE IT ORDAINED by the Board of Commissioners of Cabarrus County, North <br />Carolina: <br />Section I. <br />The following amounts are hereby appropriated as the estimated revenues <br />and project appropriations for the capital projects listed below during <br />the Fiscal Year beginning July 1, 2012 and ending June 30, 2013: <br />Capital Projects Fund <br />A. It is estimated that the following revenues will be available to <br />complete capital projects as proposed in the 2013 Capital <br />Improvement Plan for the fiscal year beginning July 1, 2012 and <br />ending June 30, 2013: <br />
