June 18, 2012 (Regular Meeting) Page 1140 <br />The report included the following information: <br />• Revenues <br />• Expenditures <br />• Administration and Operations <br />• Marketing Activities <br />No action was taken. <br />(I -2) BOC - Receive Updates from Commission Members Who Serve as Liaisons to <br />Municipalities or on Various Board /Committees <br />Commissioner Carruth advised the PBH Board (Piedmont Area Mental <br />Health, Mental Retardation and Substance Abuse Authority) will hold its last <br />meeting as PBH on June 28, 2012. Cardinal Innovations Healthcare Solutions <br />takes over on July 1, 2012 and information on the new Board members and their <br />terms are forthcoming. <br />Commissioner White advised the Tourism Authority is doing an amazing <br />job this year and commended Donna Carpenter, Cabarrus County Convention and <br />Visitors Bureau President and CEO, on her efforts. <br />(I -3) Request for Applications for County Boards /Committees <br />Applications are being accepted for the following County <br />Boards /Committees: <br />• Adult Care Home Community Advisory Committee - 3 Vacancies <br />• Animal Protection and Preservation Advisory Committee - 8 Positions <br />With Expired /Expiring Terms and 1 Vacant Position <br />• Centralina Workforce Development Board - 1 Positions With Expiring <br />Terms <br />• Concord Planning and Zoning Commission (ETJ) - 1 Vacant Position <br />• Harrisburg Fire Advisory Board - 2 Positions With Expired /Expiring <br />Terms <br />• Harrisburg Planning and Zoning Board (ETJ) - 1 Position With <br />Expiring Term <br />• Industrial Facilities and Pollution Control Financing Authority - 2 <br />Vacant Positions <br />• Juvenile Crime Prevention Council - 1 Position <br />• Library Board of Trustees - 2 Positions With Expiring Terms <br />• Nursing Home Community Advisory Committee - 5 Vacant Positions <br />• Piedmont Mental Health - 1 Position With Expiring Term <br />• Planning and Zoning ( Cabarrus) - 4 Positions With Expiring Terms <br />• Transportation Advisory Board - 6 Positions With Expiring Terms and <br />1 Vacant Position <br />• Youth Council - 6 Positions With Expiring Terms and 2 Vacant <br />Positions <br />Chairman Poole urged citizens to consider participating on a Board or <br />Committee. <br />(J) GENERAL COM@SNTS BY BOARD MEMBERS <br />Commissioner White questioned the legality of Mr. Fleming's request <br />made during the Informal Public Comment section of the meeting. He <br />speculated the request is not legal and asked the County Attorney for his <br />opinion. Commissioner White also wished Karen Wilson, with the Independent <br />Tribune, a happy birthday. <br />Richard M. Koch, County Attorney, responded in the affirmative and <br />advised Woodson University withdrew its original bid for the old Bethel <br />School property; there is no pending bid and therefore nothing to <br />consider. He also advised the County still has Woodson University's $500 bid <br />deposit, which has not been forfeited, so the deposit could be transferred to <br />a new bid, with Board approval. <br />Chairman Poole wished Commissioner White a belated birthday and advised <br />she has asked the County Manager and staff to examine the viability of <br />expanding the Senior Center. <br />(K) WATER AND SEWER DISTRICT OF CABARRUS COUNTY <br />
