August 20, 2012 (Regular Meeting) Page 1200 <br />Facilities Mitigation Agreement (APFMA) may now be executed between Lennar <br />Carolinas, LLC and Cabarrus County. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the Adequate Public Facilities <br />Mitigation Agreement between Cabarrus County and Lennar Carolinas, LLC for <br />the Brookdale Commons subdivision, including the payment of $7,631.00 per lot <br />to advance school adequacy with payment due at final platting. By the same <br />motion, the Board authorized the County Manager to execute the Agreement of <br />behalf of Cabarrus County, subject to review or revisions by the County <br />Attorney. <br />(F -7) Planning and Development Services - 2012 -2013 HOME Program Contract <br />In January the Board of Commissioners held a public hearing for the <br />2012 -2013 HOME Program and the required match was approved during the budget <br />process. The contract is the standard HOME program contract which has been <br />approved by the County Attorney. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Burrage <br />and unanimously carried, the Board approved the contract between Cabarrus <br />County and the City of Concord; and authorized the County Manager to execute <br />the contract on behalf of Cabarrus County, subject to review or revisions by <br />the County Attorney. By the same vote, the Board adopted the related project <br />ordinance and budget amendment for the 2012 -2013 HOME program. <br />Ordinance No. 2012 -15 <br />CABARRUS COUNTY HOME 2012 -2013 GRANT <br />SPECIAL REVENUE PROJECT ORDINANCE <br />BE IT ORDAINED, by the Board of County Commissioners of the County of <br />Cabarrus, North Carolina that, pursuant to Section 13.2(a) of Chapter 159 of <br />the General Statutes of North Carolina, the following grant project ordinance <br />is hereby adopted: <br />Section 1. The projects authorized is for the Grant Projects for the <br />purpose of receiving and disbursing funds as directed Home Program Grant. The <br />project is referenced in Section 3. <br />Section 2. The officers of this unit are hereby directed to proceed <br />within the terms of the Generally Accepted Accounting Principles (GAAP), the <br />grant terms and the budget contained herein. <br />Section 3. The following budgeted amounts are appropriated for the <br />projects: <br />HOME Program $ 123,411 <br />Total $ 123,411 <br />Section 4. The following revenues are anticipated to be available to <br />complete these projects: <br />HOME Program Grant $98,411 <br />Contribution from General Fund $25,000 <br />Total $ 123,411 <br />Section 5. The Finance Officer is hereby directed to maintain within <br />the Grant Project Fund sufficient detailed accounting records to satisfy the <br />terms of any debt financing resolutions and any grant agreements or federal <br />and state regulations. <br />Section 6. Funds may be advanced from the General Fund for the purpose <br />of making payments as due. Reimbursement requests should be made to the <br />grantor agencies in an orderly and timely manner. <br />Section 7. The Finance Officer is directed to report, at the request of <br />the Board, on the financial status of each project element in Section 3 and <br />on the total revenues received or claimed. <br />Section 8. Copies of this grant project ordinance shall be furnished to <br />the Clerk to the Governing Board, and to the Budget Officer and the Finance <br />Officer for direction in carrying out the projects. <br />Section 9. At the completion of each individual project, all <br />unrestricted excess funds are transferred to the General Fund and the Grant <br />Project Ordinance is closed. <br />
