She also advised the "special" leave <br />must be used between July 1, 2012 and June 30, 2013, it must be used before <br />any other non -sick time leave and if it is not used, it is forfeited. <br />Likewise, if an employee separates for any reason other than retirement, the <br />"special" leave is forfeited. <br />UPON MOTION of Commissioner White, seconded by Commissioner Carruth and <br />carried, with Chairman Poole and Commissioners Carruth, Measmer and White <br />voting for and Vice Chairman Burrage voting against, the Board agreed to <br />award the proportional match for the "Special Leave ". <br />(H) APPOINTMENTS <br />(H -1) Appointments - Juvenile Crime Prevention Council (JCPC) <br />A number of appointments, reappointment or removals to the membership <br />of the JCPC (Juvenile Crime Prevention Council) are requested. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner White <br />and unanimously carried, the Board removed Scott Stoker (Chief Court <br />Counselor or Designee) , Erica Nesbitt (County Manager or Designee) and Myk_a <br />Perusek (Student under 18) from the JCPC roster due to resignations; <br />appointed Emily Coltrane to the JCPC representing the Chief Court Counselor <br />or his designee to complete an unexpired term ending September 30, 2012 and a <br />subsequent 2 -year term ending September 30, 2014; appointed Susan Fearrington <br />to the JCPC representing the County Manager or his designee to complete an <br />unexpired term ending September 30, 2013; and reappointed Susan Burns (School <br />Superintendent /Designee), LuAnn Andrews (Sheriff /Designee), Helen Leak <br />(Mental Health /Designee) , Perry Gabriel (Active Living and Parks) , Felicia <br />Wilson (At Large), and Angela Ward (At- Large) for 2 -year terms ending <br />September 30, 2014. <br />(I - 1) Request for Applications for County Boards /Committees <br />Applications are being accepted for the following County <br />Boards /Committees: <br />Adult Care Home Community Advisory Committee - 5 Vacancies <br />o Animal Protection and Preservation Advisory Committee - 8 Positions <br />With Expired /Expiring Terms and 1 Vacant Position <br />Cardinal Innovations Healthcare Solutions - Community Oversight <br />Board - 2 Vacant Positions <br />o Centralina Workforce Development Board - 1 Vacant Position <br />m Concord Planning and Zoning Commission (ETJ) - 1 Vacant Position <br />Harrisburg Fire Advisory Board - 2 Positions With Expired Terms <br />o Industrial Facilities and Pollution Control Financing Authority - 2 <br />Vacant Positions <br />o Juvenile Crime Prevention Council - 1 Vacant Position <br />o Nursing Home Community Advisory Committee - 5 Vacant Positions <br />Region F Aging Advisory Board - 1 Position with Expired Term <br />o Transportation Advisory Board - 6 Positions With Expiring Terms and <br />1 Vacant Position <br />o Youth Council - 2 Vacant Positions <br />Chairman Poole urged citizens to consider participating on a Board or <br />Committee. <br />(1-2) BOC - Receive Updates from Commission Members Who Serve as Liaisons to <br />Municipalities or on Various Board /Committees <br />Commissioner Measmer provided an overview of the NCACC (North Carolina <br />Association of County Commissioners) Conference he attended August 16th - 19 th <br />As a member of the Cabarrus County Social Services Board, he advised of <br />meeting with the District Attorney concerning the prosecution of individuals <br />committing Food Stamp fraud. <br />Commissioner White announced the 2012 Community Needs Assessment has <br />been completed and new State regulations for restaurant inspections were <br />implemented. <br />
