Increases due to bids coming in over budget are <br />being requested for the following projects: Kannapolis <br />Intermediate HVAC $213,675.00, AL Brown Chiller $1,225.00, <br />Woodrow Wilson HVAC $56,960.00, Jackson Park HVAC $80,100.00 and <br />Kannapolis Intermediate Roof $94,240.00. The Kannapolis City <br />School Board approved the changes on June 11, 2012. <br />Ms. Fearrington also responded to questions from the Board and advised <br />Mr. Crabtree plans to be in attendance at the September 17, 2012 regular <br />meeting. <br />County Manager - A ointment of the County Finance Officer per General Statute <br />(G.S.) 159 -24 and Approval of New Signature Cards and Deposit Account <br />Resolutions with SunTrust Bank <br />Pam Dubois, Deputy County Manager /Finance Director, presented the <br />following information related to the appointment of the County Finance <br />Officer per General Statute (G.S.) 159 -24 and approval of new signature cards <br />and deposit account resolutions with SunTrust Bank: <br />G.S. 159 -24 states each local government and public authority <br />shall appoint a finance officer to hold office at the pleasure of <br />the appointing board or official. Cabarrus County treats the <br />position of Finance Director as an employee who is covered under <br />the Cabarrus County Personnel Ordinance. Ann M. Wilson began <br />employment on August 27, 2012 as the County Finance Director. <br />The Manager reclassified the Budget and Performance Manager to <br />the County Finance Director in July 2012. The recruiting process <br />began and a candidate was selected. Mike Downs, as an official <br />of Cabarrus County approved the selection of the candidate. Ann <br />M. Wilson will take over her full duties and responsibilities on <br />September 18, 2012. She will report to Pamela S. Dubois, Deputy <br />County Manager, whom will relinquish her joint role as Deputy <br />County Manager /Finance Director on September 18, 2012. <br />In addition, the signature cards and "Deposit Account Resolutions <br />and Authorization for Business Entities" for SunTrust have been <br />updated to reflect Ms. Wilson's appointment for the following <br />accounts: general operating, payroll, automated clearing house <br />payable /receivable and the jail commissary. <br />Ms. Dubois also responded to questions from the Board. <br />County Manager - Discussion of One Time Projects to be Funded by excess Fund <br />Balance <br />Chairman Poole advised the Board has had numerous discussions regarding <br />one -time projects. She stated requests have been provided by Rowan - Cabarrus <br />Community College (RCCC), Kannapolis City Schools (KCS) and Cabarrus County. <br />Cabarrus County Schools (CCS) has not yet provided a list. She also advised <br />an updated list of Cabarrus County one time project funding is included as <br />supplemental information. <br />Pam Dubois, Deputy County Manager, stated Todd Shanley and Kyle Bilafer <br />will review the lists, beginning with the Cabarrus County list. She also <br />stated the RCCC list was included even though the Board appropriated <br />$380,000.00 in June for an expansion for the facility. She advised there are <br />two other requests which have been included. <br />Todd Shanley, Information Technology Services (ITS) Manager, and Kyle <br />Bilafer, General Services Director, reviewed the Cabarrus County list of <br />requests. During the review, Mr. Shanley, Mr. Bilafer and Mike Downs, County <br />Manager, responded to a variety of questions from the Board. <br />Cabarrus County - one time protect funding list: <br />1. MCNC Fiber Construction $ 92,000 <br />This project will supply dark fiber between Human Services Building and <br />the Government Center. This fiber will tie the county into MCNC's <br />broadband technology opportunities Program (BTOP) <br />2. Courtroom Technology upgrades $ 30,000 <br />The superior court room #1 lacks microphones and audio amplification. <br />Several of the district courtrooms need microphone upgrades. Video <br />presentation ability in all court rooms is lacking. Expand the Public Wi- <br />Fi available in the libraries to the Courthouse. <br />3. Senior Center upfit $ 250,000 <br />
