September 4, 2012 (Work Session)
Page 1218
This project involves reallocating space within the facility to provide
additional classroom and remove a wall to expand the exercise room in to a
multipurpose space.
4. Overflow Parking Lot $ 150,000
This project would gravel an overflow parking lot at Frank Liske Park.
This project would not need to be funded if project 5 was selected in
full.
5. Senior Center up fit /expansion $ 700,000 estimated, needs
Architect for final budget amount
This project involves the Senior Center unfit above plus the expansion of
the facility to provide an additional 1000 square feet on the front of the
building. An Architect will be required to validate the total amount of
funds that will be needed for this project.
6. Multi - purpose Athletic Field Complex $2,209,000
This project would provide 2 artificial surfaced multi- purpose athletic
fields with lights and additional associated parking. This project could
get possible funding support from the Cabarrus Visitors Bureau (CVB).
Pam Dubois, Deputy County Manager, reviewed the RCCC list of requests.
County Manager Downs addressed concerns regarding a second entrance into the
college. He advised the adjacent property owners have not been contacted and
recommended waiting until after the interchange has been completed and school
is back in session to evaluate the necessity for the second entrance.
Jonathan Marshall, Deputy County Manager, reported staff met with RCCC and
the North Carolina Department of Transportation (NCDOT); NCDOT advised if the
traffic does not flow after the interchange is completed, the NCDOT will
assist with a solution. A discussion ensued. During discussion,
Commissioner White requested information related to Building 4000 if that
project becomes a reality; what the building will be used for, where the
teachers will come from and the need for it.
RCCC - one time project funding request:
1. Building 4000 $ 10,800,000
Build a 60,000 square foot building with three levels for classrooms,
computer rooms, vocational labs, workshops, instructional and
administrative offices, and the Central Engineering Plant for the Campus.
Estimated construction cost of $180 per square for (FY2013 values)
2. Land and Roadway into Stanly Works $1,700,000
RCCC believes a western access tying into the Stanley Works entrance road
off of HWY 73 would be a very efficient route and would improve access to
several properties in the area. This route would be approximately 3000
linear feet and require a 50 foot right of way. Purchase of 3.5 acres for
a total cost of $350,000 and estimating to construct the 3000 linear feet
of standard width two -lane roadway at $450 /LF would be $1,350,000 (FY 2013
values)
Ms. Dubois advised the Kannapolis City Schools' list is in priority
order. She also advised IT has worked intensively with the technology items
and incorporated associated IT projects.
Mr. Stanley explained he prepared the list and in error, number 2,
Intermediate School is in fact the top priority. He then reviewed the
following list of KCS technology requests.
Ms. Dubois pointed out the Forest Park Elementary School HVAC project
is back on the list. This project was on the QSCB (Qualified School
Construction Bonds) project list but removed due to lack of funding. A few
of the QSCB projects are on this list. This is an incorporation of their
Five -Year Capital Plan, capital requests for FY2013 and QSCB projects unable
to be completed based on funding requests. She stated, as discussed before,
there is approximately $5 million and once the June 30 books are closed
(approximately October) staff will have an exact number of funds available
for outstanding projects.
Kannapolis City Schools - one time project funding list
Ranl Projects
1 Kannapolis City Schools Desktop Virtualization projects
Seats
dded
/E
Construction
Contingency
Furn & Equip
Technology
Tota
400, OOC
400,00
2
Intermediate School
1, OOC
1, 288, 41C
18, 000, 00C
1,574,722
20,863,13
3
Renovation of current Intermediate School into Elem
-
1 224,53"
1,000,00
125,001
1,349,53'
4
Kannapolis Middle School Wing Additions
20
80,00
800,OOC
200,00
1,080,000
5
Fred L.
