<br />This project involves reallocating space within the facility to provide
<br />additional classroom and remove a wall to expand the exercise room in to a
<br />multipurpose space.
<br />4. Overflow Parking Lot $ 150,000
<br />This project would gravel an overflow parking lot at Frank Liske Park.
<br />This project would not need to be funded if project 5 was selected in
<br />full.
<br />5. Senior Center up fit /expansion $ 700,000 estimated, needs
<br />Architect for final budget amount
<br />This project involves the Senior Center unfit above plus the expansion of
<br />the facility to provide an additional 1000 square feet on the front of the
<br />building. An Architect will be required to validate the total amount of
<br />funds that will be needed for this project.
<br />6. Multi - purpose Athletic Field Complex $2,209,000
<br />This project would provide 2 artificial surfaced multi- purpose athletic
<br />fields with lights and additional associated parking. This project could
<br />get possible funding support from the Cabarrus Visitors Bureau (CVB).
<br />Pam Dubois, Deputy County Manager, reviewed the RCCC list of requests.
<br />County Manager Downs addressed concerns regarding a second entrance into the
<br />college. He advised the adjacent property owners have not been contacted and
<br />recommended waiting until after the interchange has been completed and school
<br />is back in session to evaluate the necessity for the second entrance.
<br />Jonathan Marshall, Deputy County Manager, reported staff met with RCCC and
<br />the North Carolina Department of Transportation (NCDOT); NCDOT advised if the
<br />traffic does not flow after the interchange is completed, the NCDOT will
<br />assist with a solution. A discussion ensued. During discussion,
<br />Commissioner White requested information related to Building 4000 if that
<br />project becomes a reality; what the building will be used for, where the
<br />teachers will come from and the need for it.
<br />RCCC - one time project funding request:
<br />1. Building 4000 $ 10,800,000
<br />Build a 60,000 square foot building with three levels for classrooms,
<br />computer rooms, vocational labs, workshops, instructional and
<br />administrative offices, and the Central Engineering Plant for the Campus.
<br />Estimated construction cost of $180 per square for (FY2013 values)
<br />2. Land and Roadway into Stanly Works $1,700,000
<br />RCCC believes a western access tying into the Stanley Works entrance road
<br />off of HWY 73 would be a very efficient route and would improve access to
<br />several properties in the area. This route would be approximately 3000
<br />linear feet and require a 50 foot right of way. Purchase of 3.5 acres for
<br />a total cost of $350,000 and estimating to construct the 3000 linear feet
<br />of standard width two -lane roadway at $450 /LF would be $1,350,000 (FY 2013
<br />values)
<br />Ms. Dubois advised the Kannapolis City Schools' list is in priority
<br />order. She also advised IT has worked intensively with the technology items
<br />and incorporated associated IT projects.
<br />Mr. Stanley explained he prepared the list and in error, number 2,
<br />Intermediate School is in fact the top priority. He then reviewed the
<br />following list of KCS technology requests.
<br />Ms. Dubois pointed out the Forest Park Elementary School HVAC project
<br />is back on the list. This project was on the QSCB (Qualified School
<br />Construction Bonds) project list but removed due to lack of funding. A few
<br />of the QSCB projects are on this list. This is an incorporation of their
<br />Five -Year Capital Plan, capital requests for FY2013 and QSCB projects unable
<br />to be completed based on funding requests. She stated, as discussed before,
<br />there is approximately $5 million and once the June 30 books are closed
<br />(approximately October) staff will have an exact number of funds available
<br />for outstanding projects.
