December 3, 2012 (Work Session) <br />Page 1339 <br />The Active Living and Parks Commission unanimously approved these <br />proposed changes at their November 15, 2012 Meeting. <br />General Services - Senior Center Renovations and Expansion Feasibility Study <br />Findings <br />Kyle Bilafer, General Services Director, presented the following <br />information related to the Senior Center Renovations and Expansion <br />Feasibility Study: <br />During the September 4, 2012 work session the board and county <br />management discussed a one -time project which would be funded by <br />the excess fund balance. One of the possible projects discussed <br />was the renovation and /or expansion of the existing Senior Center <br />facility located at 331 Corban Avenue in Concord. The board <br />requested more information on the possibilities of renovation <br />and /or expansion including layout, projected cost, and <br />operational impact. General Services completed a request for <br />qualifications process and hired Morris and Berg Architects to <br />conduct a feasibility study on the proposed renovations and /or <br />expansion which included all engineering and building code <br />impacts. While the feasibility study is not 100% complete we <br />have enough information to share with the board in order to <br />receive further input and direction. <br />During the presentation, Mr. Bilafer reviewed the feasibility study <br />which addressed existing conditions, code issues, development of alternatives <br />and the preliminary estimate of construction costs on three (3) options. <br />A discussion ensued. Mr. Bilafer responded to a variety of questions <br />from the board. He addressed the possible impact on operations throughout <br />renovation and the need for feedback from senior citizens and Senior Center <br />staff. Mr. Bilafer was instructed to present the Senior Center Renovations <br />and Expansion Feasibility Study Findings at the Department of Aging Advisory <br />Board's December 17 t ' meeting and report their response at the Board of <br />Commissioners' December 17 regular meeting and /or January work session. <br />Human Services - NCDOT - Public Transportation Division - Section 5311 Grant <br />for Fv -2014 - Public - Hearing Request <br />Randy Bass, Transportation Director, presented the following <br />information related to a Section 5311 Grant for FY2014: <br />Cabarrus County Transportation Services (COTS) will apply for <br />grant funding totaling $721,447 from the North Carolina <br />Department of Transportation - Public Transportation Division <br />(NCDOT -PTD) via the Federal Transportation Administration (FTA) <br />Section 5311 Grant for FY 2014. The grant funds must be <br />designated for the administrative and capital costs associated <br />with CCTS. A public hearing on the grant application is required <br />in addition to a 15% match for the administrative grant award and <br />a 10% match for the capital grant award. Further, the adoption <br />of the Community Transportation Program Resolution and the Human <br />Services Agency Transportation Resolution is required. The <br />required local match will be included in the Departments FY 2013- <br />2014 budgetary request. <br />Mr. Bass responded to questions from the board. <br />ITS - Memorandum of Agreement to Provide Managed Network Services to <br />Kannapolis City Schools <br />Deborah Brannan, Information Technology Director, presented the <br />following information related to a Memorandum of Agreement to provide managed <br />network services to Kannapolis City Schools: <br />Cabarrus County ITS (CCITS) and Kannapolis City Schools (KCS) <br />personnel have been working together to efficiently plan and <br />deploy technology services. A recent retirement of the KCS <br />network engineer has created a challenge for KCS in supporting <br />their voice and data network. This vacancy has given CCITS and <br />KCS an opportunity to review the current KCS network support <br />structure. As an alternative to filling the vacant position, <br />CCITS has offered to provide KCS with managed network services. <br />CCITS will provide KCS with a team of professionals as opposed to <br />one person to proactively monitor, maintain, diagnose and repair <br />the KCS voice and data network. The revenue from the managed <br />services contract will be used to add an additional network <br />
