March 21, 2011 (Regular Meeting) Page 362 <br />The regional Ombudsman requests the removal of Andrea King's name from <br />the Adult Care Home Community Advisory Committee roster. Ms. King has served <br />since 2007. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board removed Andrea King from the Adult Care <br />Home Community Advisory Committee's roster as requested. <br />(H -2) Appointment - Cabarrus County Agricultural Advisory Board <br />Cabarrus Soil and Water Conservation District board voted; at their <br />March 1, 2011 meeting on their nominee to serve on the Cabarrus County <br />Agricultural Advisory Board in accordance with Article V. C. 3 in the <br />Cabarrus County Voluntary Agricultural District Ordinance. Louis Suther was <br />unanimously recommended for reappointment. In addition, the terms for Marvin <br />Bost and Jerry Pless ended January 31st. Appointments are needed for these <br />two (2) positions. <br />UPON MOTION of Commissioner Burrage, seconded by Commissioner Carruth <br />and unanimously carried, the Board reappointed Louis Suther to the Cabarrus <br />County Agricultural Advisory Board for a 3 -year term ending January 31, 2014 <br />as recommended by the Cabarrus Soil and Water Conservation District Board. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board appointed Bob Blackwelder and Macklyn <br />Sellers, Jr. to the Cabarrus County Agricultural Advisory Board for 3 -year <br />terms ending January 31, 2014. <br />(H -3) Appointment - Cabarrus County Watershed Improvement Commission <br />Cabarrus County Watershed Improvement Commission Chairman Darrell <br />Furr's term expired on February 15, 2011. The Watershed Improvement <br />Commission met on March 8, 2011 to review applications and vote on a <br />recommendation. Darrell Furr was unanimously recommended for reappointment. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Burrage <br />and unanimously carried, the Board reappointed Darrell Furr to the Watershed <br />Improvement Commission for a 6 -year term ending February 15, 2017. <br />(H -4) Appointments - Council for a Sustainable Local Economy <br />The Board of Commissioners created the Council for a Sustainable Local <br />Economy in September, 2010 and directed the Chairman, Vice Chairman and <br />County Manager to recommend a list of applicants for appointment. <br />Chairman White reviewed the process used for selecting the list of <br />recommended appointees to the Council for a Sustainable Local Economy. <br />Commissioner Measmer expressed concern that all five (5) Commissioners <br />were not involved in the initial review process. A lengthy discussion <br />ensued. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board appointed the following residents to the <br />Council for a Sustainable Local Economy for 1 -year terms ending March 31, <br />2012: Sherman Greer, Jerry Talbert, Jane MacRae, Sara Estep, Phil Carter, <br />Marc Brun, Jimmy Morrison, Rod Townley, William Robert Higbee and Shawn <br />Fleming. By the same motion, the Board appointed the following residents to <br />the Council for a Sustainable Local Economy for 2 -year terms ending March 31, <br />2013: Sylvia Simpson, Steven Blinsink, Lori Maguire, Shannon Elmore - Wright, <br />Christian Schmidt, II, Whit Moose, Jr., Chris Pinto and Grace Mynatt, <br />including an exception to the "service on multiple boards" provision of the <br />Appointment Policy for Ms. Elmore - Wright and Mr. Moose. Further, by the same <br />vote, the Board appointed Andrew Propst to the Council for a Sustainable <br />Local Economy as an "alternate" for a 1 -year term ending March 31, 2012. <br />(H -5) Appointments - Nursing Home Community Advisory Committee <br />According to the regional Ombudsman, Mitchell Hagler wishes to be <br />reappointed to the Nursing Home Community Advisory Committee. <br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Poole <br />and unanimously carried, the Board reappointed Mitchell Hagler to the Nursing <br />Home Community Advisory Committee for a 3 -year term ending December 31, 2013. <br />(I) REPORTS <br />
