May 16, 2011 (Regular Meeting) Page 437 <br />Kay Honeycutt, Clerk to the Board <br />(H) APPOINTMENTS <br />(H -1) Appointments - Cabarrus County Youth Council <br />An application has been received from Georgie Ziama (Covenant Classical <br />School) for the Cabarrus County Youth Council. Heather Jones, Extension <br />Agent, 4 -H Youth Development, requests Ms. Ziama be appointed to the Council <br />to fill an "At- large" position. <br />Also, in April, Isaiah Alexander, Ian Smith and Cameron Watson were <br />appointed to the Council with terms ending in April. These terms should end <br />February 21st. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the board appointed Georgie Ziama to the Cabarrus <br />County Youth Council as an "At- large" representative for a two -year term <br />ending February 21, 2013 and corrected the ending terms for Isaiah Alexander <br />(February 21, 2013), Ian Smith (February 21, 2012) and Cameron Watson <br />(February 21, 2012). <br />(H -2) Appointment - Food Policy Council (FPC) <br />The Executive Committee of the Food Policy Council received staff <br />recommendations for the replacement of three Council membership positions. <br />The Executive Committee interviewed candidates and respectfully makes the <br />following recommendations: <br />• Kate Brun, Micrcgreen Grower, to replace Brent Barbee as a full member. <br />• Mary Blakeney a retired Guidance Council with Concord Planning and <br />Zoning Commission experience to replace David Rhodes as a full member. <br />• Wade Holland, Project Manager and member of the Piedmont Farmers Market <br />Board of Directors to replace Shannon Johnson as an alternate member. <br />Mary Blakeney serves as an alternate on the Cabarrus County Planning <br />and Zoning Commission. An exception to the "multiple service" provision of <br />the Appointment Policy is needed for Ms. Blakeney. <br />The "Agency Represented" designation describing initial appointments to <br />the Cabarrus Food Policy Council has been reorganized to represent components <br />of the food system instead of specific occupations. The goal is to ensure a <br />broad representation on the Council while allowing the flexibility necessary <br />for the Council to make productive membership recommendations to the Board of <br />Commissioners when new members are needed. The following breakdown describes <br />the suggested categories of representation: <br />21 Members <br />2 Alternates <br />Food Production 4 <br />Food Distribution 3 <br />Medical Industry 2 <br />Food Preparation 2 <br />Education 2 <br />Finance 2 <br />Hunger Relief 1 <br />At -large 5 <br />As the Food Policy Council was not fully structured with Standing <br />Committees and bylaws governing the business of the Council until the <br />beginning of 2011, it is respectfully requested that the terms of the initial <br />appointments be reset to reflect a one, two or three year term ending on <br />December 31st, 2011, 2012 and 2013 respectively. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board appointed Kate Brun and Mary Blakeney to <br />the Food Policy Council to complete unexpired terms ending December 31, 2012, <br />including an exception to the "multiple service" provision of the Appointment <br />Policy for Ms. Blakeney; and appointed Wade Holland (alternate) to the Food <br />Policy Council for a one -year term ending December 31, 2012. By the same <br />vote, the Board reset the remainder terms of initial appointment to reflect <br />one, two and three year terms ending on December 31 2011, 2012 and 2013 <br />respectively. <br />(H -3) Appointment - Jury Commission <br />
