May 16, 2011 (Regular Meeting) Page 438 <br />The Clerk of Courts office has requested the early appointment (or <br />reappointment) of a member to the Jury Commission so they may begin to <br />prepare for jury selection. Ms. Phyllis Crump has served on the Jury <br />Commission since 2001 and would like to continue to serve on the Commission. <br />An exception to the Appointment Policy for the length of service provision is <br />requested. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Burrage <br />and unanimously carried, the Board reappointed Phyllis Crump to the Jury <br />Commission for a two -year term ending June 30, 2013, including an exception <br />to the Appointment Policy. <br />(H -4) Appointment - Juvenile Crime Prevention Council <br />An appointment is needed to fill the "Substance Abuse Professional" <br />position on the Juvenile Crime Prevention Council (JCPC). The JCPC Board <br />recommends Katherine Fitzgerald to fill the position. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board appointed Katherine Fitzgerald to the <br />Juvenile Crime Prevention Council to fill the "Substance Abuse Professional" <br />position for a two -year term ending June 30, 2013. <br />(H -5) Appointment - Adult Care Home Community Advisory Committee <br />Ms. Esther Turner has submitted an application to serve on the Adult <br />Care Home Community Advisory Committee. She has been prequalified by the <br />Regional Ombudsman. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Carruth <br />and unanimously carried, the Board appointed Esther Turner to the Adult Care <br />Home Community Advisory Committee for an initial one -year term ending May 31, <br />2012. <br />(I) REPORTS <br />(I -1) Request for Applications for County Boards /Committees <br />Applications are being accepted for the following County <br />Boards /Committees: <br />• Adult Care Home Community Advisory Committee <br />• Animal Protection and Preservation Advisory Committee <br />• Board of Equalization and Review <br />• Cabarrus County Planning and Zoning Commission <br />• Centralina Workforce Development Board <br />• Concord Planning and Zoning Commission (ETJ) <br />• Harrisburg Fire Advisory Board <br />• Industrial Facilities and Pollution Control Financing Authority <br />• Juvenile Crime Prevention Council <br />• Library Board of Trustees <br />• Nursing Home Community Advisory Committee <br />• Public Health Authority of Cabarrus County <br />• Region F Aging Advisory Committee <br />• Social Service Board <br />• Tourism Authority <br />• Transportation Advisory Board <br />• Water and Sewer Authority of Cabarrus County <br />• Youth Council <br />Chairman White asked citizens to consider participating on a Board or <br />Committee. <br />(I -2) BOC - Receive Updates from Commission Members Wh Serve as Liaisons to <br />Municipalities or on Various Board /Committees <br />Commissioner Carruth announced there will be an Animal Protection and <br />Preservation Advisory Committee (APPAC) meeting in the next couple of weeks, <br />several positions on the Committee are up for appointment /reappointment. He <br />urged the public to apply. <br />(J) GENERAL COMMENTS BY BOARD MEMBERS <br />
