He <br />further reported on the Club's intent to build a very low - maintenance park. <br />A general discussion ensued. Issues addressed included the following: <br />Concord's concern about the homeless population, limitations to the property, <br />possible opposition from the downtown community, liability issues, etc. <br />Several members expressed support for the project moving forward, <br />pending zoning approval from the City of Concord and support of the downtown <br />community. <br />Chairman White recommended: the project be fully funded before <br />construction begins; the maintenance request to the County should be <br />solidified; the Rotary should contact the Piedmont Farmers' Market concerning <br />capacity; and, to keep in touch with the downtown community. <br />FPC - Approval of Locally Grown Logo Licensing Agreement <br />John Day, County Manager, advised the Food Policy Council has developed <br />licensing agreements to govern the use of the "Locally Grown, Cabarrus <br />County" local food logo by businesses in four (4) categories: producers, <br />processors, handlers and tailgate markets. The purpose of these licensing <br />agreements is to ensure that businesses using the logo uphold a certain <br />standard and therefore appropriately represent the spirit and intent of the <br />"Locally Grown" logo and its campaign to promote Cabarrus County agriculture. <br />He also responded to questions from the Board. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board voted to place Approval of Locally Grown <br />Logo Licensing Agreement on the July 18, 2011 Agenda as a Consent item. <br />County Manager - Update on CCS and KCS QSCB (Qualified School Construction <br />Bonds) Projects <br />John Day, County Manager, advised he received questions from the Board <br />requesting status of the various projects listed on the QSCBs (Qualified <br />School Construction Bonds) sold earlier this year. <br />
