July 18, 2011 (Regular Meeting) Page 549 <br />The terms of appointment for Charles McKinley, Jr. (Kannapolis) and <br />Anita Talbott (Concord) ends June 30, 2011. The Library Director recommends <br />the appointment of Connie Rheinecker to fill the Kannapolis seat and <br />recommends the reappointment of Ms. Talbott for the Concord seat, subject to <br />the City Council's concurrence. Mr. McKinley should be commended for his six <br />years of service. <br />The Town of Harrisburg appointed Ms. Maureen Floro to the Library Board <br />of Trustees for a three -year term ending July 31, 2014 at its July 11th <br />meeting, pursuant to the Library Agreement between the Town and the County. <br />Ms. Alice Morrison served in this capacity since 2005 and should be commended <br />for her six years of service. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board appointed Connie Rheinecker to the Library <br />Board of Trustees to fill the Kannapolis seat for a three -year term ending <br />June 30, 2014 and reappointed Anita Talbott to the Library Board of Trustees <br />to fill the Concord seat, subject to concurrence by the City of Concord for a <br />three -year term ending June 30, 2014. By the same vote, the Board affirmed <br />the Town's appointment of Ms. Maureen F1oro to the Library Board of Trustees <br />on July 11 representing the Harrisburg area for a three -year term ending <br />July 31, 2014. <br />(H -6) Appointments - Nursing Home Community Advisory Committee <br />An application has been received from Joye Starnes for the Nursing Home <br />Community Advisory Committee. She has been prequalified by the Regional <br />Ombudsman. <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board appointed Joye Starnes to the Nursing Home <br />Community Advisory Committee for a one -year term ending July 31, 2012. <br />•m <br />(I -1) FPC - Cabarrus County Food System Assessment Phase Two Summary Report <br />The Board received the Food Policy Council's Cabarrus County Food <br />System Assessment Phase Two Summary Report as part of the Agenda. <br />In response to a question from the Board, Aaron Newton, Local Food <br />System Program Coordinator, advised phase one was a quantitative look at the <br />food system as it exists in Cabarrus County currently and phase two was a set <br />of public forums and interviews with stakeholders that could bring their <br />knowledge and experience regarding the issues that came up in phase one. He <br />stated those two phases are being combined into an overall summary food <br />system assessment of what our food system currently looks like in Cabarrus <br />County. He stated the final report should be available in August. <br />A brief discussion ensued. During the discussion, Mr. Newton reported <br />much of the food provided for the upcoming NCACC (North Carolina Association <br />of County Commissioners) Conference being held in Cabarrus County in August, <br />will come from Cabarrus County, the region or from North Carolina. <br />(I -2) BOC - Receive Updates from Commission Members Who Serve as Liaisons to <br />Municipalities or on Various Board /Committees <br />None. <br />(I -3) Request for Applications for County Boards /Committees <br />Applications are being accepted for the following County <br />Boards /Committees: <br />• Adult Care Home Community Advisory Committee <br />• Animal Protection and Preservation Advisory Committee <br />• Cabarrus County Planning and Zoning Commission <br />• Concord Planning and Zoning Commission (ETJ) <br />• Harrisburg Fire Advisory Board <br />• Industrial Facilities and Pollution Control Financing Authority <br />• Juvenile Crime Prevention Council <br />• Library Board of Trustees <br />• Nursing Home Community Advisory Committee <br />• Youth Council <br />
