August 15, 2011 (Regular Meeting) Page 576 <br />In response to additional questions from the Board about the County's <br />use of the Mt. Pleasant Correctional Facility to house inmates and scheduled <br />for closure by the State, Mr. Bilafer addressed the structural integrity of <br />the Facility and noted compliance concerns with the ADA (Americans with <br />Disabilities Act) . Chairman White reported on his efforts over the past <br />couple of months to hone down a large assortment of information about the <br />Facility into a manageable format that could be presented to the Board <br />productively at a future separate meeting. A general discussion ensued on <br />the concept and implications for the County. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the selection of Griffin <br />Architecture, Inc. to provide the architecture /design services for the Old <br />Jail Demolition /Reconstruction Project and authorized the County Manager and <br />County Attorney to negotiate and sign the associated contract, subject to <br />review and or revision by the County Attorney. <br />(G -5) Tax Administration - Presentation of the Schedule of Values for the <br />2012 Revaluation <br />Brent Weisner, Tax Administrator, provided a general overview of the <br />draft Market and Present Use Schedule of Values (SOV) , the tax assessor's <br />appraisal manual —a "uniform schedule of values, standards, and rules to be <br />used in appraising real property in the county ", as presented in the Agenda <br />and hereby incorporated by reference. <br />He requested a public hearing be scheduled for September 19, 2011 and <br />noted the availability of the SOV on the county website at <br />( www.cabaruscounty.us ). He stated the availability of a paper copy of the <br />SOV, available for inspection at the Tax Department. He also reviewed the <br />adoption and appeal process timeline for the SOV as follows: <br />• August 15, 2011 - Board of County Commissioners receives the proposed <br />Schedule of Values from the County Assessor. <br />• August 17, 2011 - Publish statement of receipt and announcement of <br />public hearing in the newspaper. <br />• September 19, 2011 - Hold public hearing. <br />• October 17, 2011 - Adopt Schedule of Values. <br />• October 19, 2011 - First notice of adoption advertised in the <br />newspaper. <br />• October <br />26, <br />2011 - <br />Second notice <br />advertised. <br />• November <br />2, <br />2011 - <br />Third notice <br />advertised. <br />• November <br />9, <br />2011 - <br />Final notice <br />advertised. <br />• November 18, 2011 - Final day in which an appeal to the Order adopting <br />the Schedules may be filed with the Property Tax Commission. <br />Mr. Weisner briefly reviewed Chapter 4 (Land Appraisal Market Value), <br />Chapter 4a, (Land Appraisal Present Use Value), Chapter 8 (Income Property <br />Valuation) Chapter 11 (County Specifications) and Chapter 12 <br />(Appendix /definitions). <br />Following the presentation, Mr. Weisner responded to questions from the <br />Board and recommended citizens contact the Tax Department with any questions <br />or concerns. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Poole <br />and unanimously carried, the Board scheduled a public hearing for the <br />Schedule of Values for the 2012 Revaluation on September 19, 2011 at 6:30 <br />p.m. <br />(H) APPOINTMENTS <br />(H -1) Appointments - Counc_1 for a Sustainable Local Economy <br />Appointments are needed on the Council for a Sustainable Local Economy <br />(CSLE) . The Committee recommends James Fulton, Sam Leder and Wayne King be <br />appointed to the Council. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board appointed James Fulton to the Council for <br />a Sustainable Local Economy for a two -year term ending March 31, 2013 and <br />appointed Sam Leder and Wayne King to the Council for one -year terms ending <br />March 31, 2012. <br />
