<br />Chairman White opened the meeting for Informal Public Comments at 6:44
<br />p.m. He stated each speaker would be limited to three minutes.
<br />Marie Tucker, resident of 5213 Ellie Court in Concord, addressed the
<br />2012 property tax revaluation. Being a real estate broker familiar with the
<br />planning and revaluation process, she pointed out there is a difference in
<br />certified appraisers and county appraisers and asked the Board to be fair.
<br />Marilyn Barnhardt, resident of 5800 Walbash Lane in Concord, addressed
<br />the 2012 property tax revaluation by questioning a significant increase in
<br />value of her 25- year -old double -wide mobile home on approximately 0.71 acres
<br />in the Farm Hill neighborhood in Kannapolis. She reported her property was
<br />appraised in 2004 at $48,000.00 which increased to $124,000.00 in 2008.
<br />Further, she advised that trash pick -up is the only city service she receives
<br />despite paying city taxes for 12 years and noted the abundance of rental
<br />property in Farm Hill. She asked that these factors be taken into
<br />consideration during the upcoming revaluation.
<br />Thomas Barnhardt, resident of 5800 Walbash Lane in Concord, addressed
<br />the 2012 property tax revaluation. He advised it is unfair to give an old
<br />double -wide mobile home the same value as a stick -built home, of the same
<br />size, that was sold nearby.
<br />Jason Oesterreich, resident of 800 Towncreek Place in Concord,
<br />presented a comparison of the S &P Case Shiller Index to the county base rate
<br />for single family residential homes for the 2012 property tax revaluation.
<br />With there being no one else to address the Board, Chairman White
<br />closed that portion of the meeting.
