She provided explanations and illustrations of <br />the current policy and benefits of the modified policy. <br />She advised that some of the changes proposed include the reduction of <br />the parks' hours of operation, by one hour, as follows: <br />• Summer months - parks will close at 8 p.m. instead of 9 p.m. <br />• Frank Liske Park will close at 9 p.m. instead of 10 p.m. <br />• Winter months & weekends - parks will close at 5 p.m. instead of <br />6 p.m. <br />According to north and south district park managers, Ms. Strong noted <br />there are not many people in the park during the last hour. She advised by <br />scaling back one hour at each park, the County will save around $12,000. She <br />stated the Softball Tournament Rental Policy is provided and includes a few <br />changes. With regard to tournament reservations, she reported 48 requests <br />were received for 36 available weekends (usually 10-12 requests are <br />received). She said this action necessitated strengthening the policy in <br />regards to qualification, and to increase some fees, especially the <br />cancellation fee. She also advised the Camp Spencer Camping and Cabin Rules <br />have been revised for clarification and noted the huge increase in attendance <br />last year. <br />A discussion ensued when the new park hours will be implemented. In <br />response to questions from the Board, Ms. Strong indicated the change will be <br />effective March 1. She noted there is plenty of time to publicize the <br />change. She elaborated why the after-hour fee is being increased from $25/hr <br />per facility to $100 (flat fee) plus $25/hr per staff needed per park; why <br />the existing policy has not been successful; and the benefits of the proposed <br />changes. <br />For clarification, Vice Chairman Poole asked when the new policy and <br />new fees will go in effect. Ms. Strong responded on March 1. <br />Ms. Strong also noted the Parks Commission considered the policy <br />changes at its last meeting and voted unanimously to recommend them to the <br />Board of Commissioners. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place Parks Department - Approval <br />of Modifications to Park's Fees & Charges Policy.- FY 2010-2011 on the <br />February 15, 2010 Agenda as a New Business item. <br />Commissioner Carruth asked if there were plans for a cricket court at <br />Frank Liske Park. Ms. Strong advised she is not aware of any plans but will <br />investigate the matter. <br />Tax Administration - Establish Official County Boundary Between Cabarrus and <br />Union Counties - February 2010 <br />Greg Belk, Lands Record Manager, requested the Board adopt a resolution <br />accepting the resurvey of the county line between Cabarrus County and Union <br />County. <br />John Day, County Manager, indicated this. process has been done <br />previously with Mecklenburg County. He advised it is beneficial in regards <br />to taxation. A discussion ensued regarding Mr. Bel k's and the Tax <br />Administrator's culmination of two (2) years of work on this project. He <br />noted the County still has yet to convince Rowan County to go through this <br />process. He further noted the County has gone through the process of <br />establishing the line; however, it has not been approved. <br />A discussion ensued regarding structures along the line that may move <br />from one county to the other or if there will be differences in land. In <br />response to questions from the Board, Mr. Belk indicated it is primary land <br />and that four (4) residences will be affected by the line in that the line <br />will impede the homes. He noted currently Cabarrus County is assessing three <br />(3) of the homes and Union County is assessing the other home. <br />In response to questions from the Board if Staff has communicated with <br />the affected homeowners at this point, Mr. Belk responded in the negative and <br />stated communications with homeowners are pending the Board's approval of the <br />item. <br />
