Jay White Sr., Chairman <br />Cabarrus County Board of Commissioners <br />Mr. Weatherman stated he was honored to be present to speak on behalf <br />of the Cabarrus County Boy Scouts. He advised over 3,600 boys and 924 adults <br />participated in Cabarrus County scouting in 2009. He spoke briefly about <br />venturing and exploring which is part of the scouting curriculum open for <br />boys and girls ages 14 through 20. He noted during 2009, 105 individuals <br />earned the Eagle Scout designation, of which fifty-three (53) were from <br />Cabarrus County. He expressed accolades for Cabarrus County's strong <br />scouting program and Scout participants; and noted he anticipates more <br />success in years to come. <br />Chairman White briefly shared information about a bulletin he perused <br />at church yesterday of all the Eagle Scouts from the church since 1973; and <br />commented that the Boy Scouts of America is a great organization. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:42 <br />p.m. He stated each speaker would be limited to three minutes. <br />Price Crutchfield, resident of 592 Love Street, Concord, NC, stated he <br />was present to inform the County and citizens about an incident involving a <br />police officer and two school teachers consuming alcoholic beverages on <br />school property. He advised he spoke with the Chief of Police, but no action <br />was taken. He noted he had been arrested many times and that criminals who <br />break the law need to be prosecuted and arrested as well. <br />With there being no one else to address the Board, Chairman White <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT AGENDA <br />(F-1) Commerce - Transfer of Easements to WSACC (Water and Sewer Authority of <br />Cabarrus County) <br />The agreements between Cabarrus County and the Water and Sewer <br />Authority require Cabarrus County to transfer easements and rights-of-way for <br />major sewer infrastructure to WSACC. WSACC Counsel has prepared the <br />necessary documents to transfer easements associated with the Mt. Pleasant <br />force main and one parcel that was not transferred when easements associated <br />with the Back Creek outfall were approved. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the following transfer of <br />easements and authorized the County Manager and County Attorney to complete <br />the transaction. <br />NORTH CAROLINA <br />NORTH CAROLINA NON-WARRANTY DEED <br />CABARRUS COUNTY <br />THIS DEED, made as of the lst day of February, 2010, by and between <br />Cabarrus County, a body politic and political subdivision of the State of <br />North Carolina, and/or the Town of Mt.
