The anticipated lowering of the county's property <br />valuation that year results in a reduction in property tax <br />revenue of nearly $8 million, which is offset by a fund balance <br />appropriation. The property tax rate is then raised to 68.5 cents <br />in FY 2014 and FY 2015. Option B raises the property tax rate in <br />FY 2013 to the revenue - neutral rate of 67.7 cents and retains <br />that rate in FY 2014 and FY 2015. <br />r.'s_r�eers� <br />Many difficult choices were made to achieve a new sense of <br />normalcy - choices that result in a more austere form of county <br />government. But those choices were necessary and made for the <br />benefit of our taxpayers. Non - essential services continue at <br />acceptable levels even after staff reductions and funding <br />cutbacks. Law enforcement and emergency medical services were not <br />subject to the same reductions experienced in other areas and <br />continue at the same high level of excellence our citizens have <br />come to expect. County employees are compensated fairly and <br />provided high quality health care benefits, and public schools <br />receive increases in operating funds each year. And the Board of <br />Commissioners' multifaceted, sustainable community initiative <br />will continue, laying a firm foundation for a more resilient <br />local economy. <br />I appreciate the efforts of those who contributed to the <br />preparation of the budget, and those of the many county employees <br />who proudly and effectively serve our citizens everyday - I offer <br />them my sincere gratitude.
