August 2, 2010 (Work Session) Page 70 <br />County Manager - Approval of Resolution Authorizing the Filing of an <br />Application for Approval of a Financing Agreement for Qualified School <br />Construction Bonds as Authorized by North Carolina General Statute 160A -20 <br />John Day, County Manager, advised that this is the first resolution in <br />a series that will need to be adopted related to the issuance of Qualified <br />School Construction Bonds that were approved by both Boards of Education and <br />the County Commissioners in May. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place Approval of Resolution <br />Authorizing the Filing of an Application for Approval of a Financing <br />Agreement for Qualified School Construction Bonds as Authorized by North <br />Carolina General Statute 160A -20 on the August 16, 2010 Agenda as a New <br />Business item. <br />Board of Elections - Purchase or Lease of Old Creamery Building on Church <br />Street <br />Mike Downs, Deputy County Manager, presented options regarding the <br />purchase or lease of the Old Creamery Building on Church Street for the <br />future site of the Board of Elections office. He reviewed pricing regarding <br />options as well as a schematic of the property. During the presentation, he <br />and Harris Morrison, Old Creamery developer, responded to questions from the <br />Board. <br />A brief discussion ensued regarding parking and funding for the <br />project. The pricing information presented to the Board is as follows: <br />Board of Elections Office Building <br />(Old Creamery Bldg), Church Street North, Concord, NC <br />Lease <br />Option - (Five Year Term) <br />Year <br />#1- <br />98,500.00 <br />Bldg Upfit - $300,000.00 (Owner Will Match) <br />Year <br />#2- <br />101,455.00 <br />Year <br />#3- <br />104,499.00 <br />Year <br />#4- <br />107,634.00 <br />Year <br />#5- <br />110,863.00 <br />Total <br />1$522,951.001 <br />Bldg Upfit - $300,000.00 <br />Purchase <br />Option - <br />Shell <br />Building (Associated Parking, Lighting, Sidewalks etc.) <br />837,500.00 <br />Estimated <br />Upfit Costs - (Design /Construction) <br />600,000.00 <br />Total <br />$1,437,500.00 <br />UPON MOTION of Commissioner <br />and unanimously carried, the Board <br />Creamery Building on Church Street <br />Business item. <br />Mynatt, seconded by Commissioner Carruth <br />voted to place Purchase or Lease of Old <br />on the August 16, 2010 Agenda as a New <br />BOC - Receive Updates from Commission Members Who Serve as Liaisons to <br />Municipalities or on Various Boards /Committees - Animal Protection and <br />Preservation Advisory Committee Update <br />Commissioner Carruth presented an update from the Animal Protection and <br />Preservation Advisory Committee (APPAC) regarding research into Animal <br />Control reform and the "no kill" shelter equation. During the update, he <br />reviewed the following information via a PowerPoint presentation: <br />• Dogs and cats picked up and euthanized <br />• Total animals Picked up and euthanized <br />• No -Kill Equation <br />■ No Kill Advocacy Center <br />• Feral cat TNR Program <br />• High Volume, Low Cost Spay /Neuter <br />• Rescue Groups <br />• Foster Care <br />• Comprehensive Adoption Programs <br />• Pet Retention <br />• Medical & Behavior Programs <br />• Public Relations /Community Involvement <br />• Volunteers <br />• Proactive Redemptions <br />
