April 20, 2009 (Regular Meeting) Page 1316 <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2009-08 <br />RESOLUTION OF THE CABARRUS COUNTY BOARD OF COMMISSIONERS IN SUPPORT OF SENATE <br />BILL 2009-967 AND THE CREATION OF THE YADKIN RIVER TRUST <br />WHEREAS, the North Carolina General Assembly, through Senate Bill 2009-967, <br />has proposed the creation of the Yadkin River Trust and <br />WHEREAS, the Cabarrus County Board of Commissioners fully supports the <br />creation of the Yadkin River Trust; and <br />WHEREAS, the creation of the Yadkin River Trust would greatly benefit the <br />citizens of Cabarrus County and the citizens of North Carolina; and <br />WHEREAS, the Yadkin River, its lakes and tributaries, are rightfully owned by <br />the citizens of the State of North Carolina and the creation of the Yadkin <br />River Trust will serve to return control of the Yadkin River, its lakes and <br />tributaries, to the citizens of the State of North Carolina. <br />NOW THEREFORE, BE IT RESOLVED that the Cabarrus County Board of Commissioners <br />confirm their support for and approval of Senate Bill 2009-967 and wish to <br />commend the North Carolina General Assembly for proposing the creation of the <br />Yadkin River Trust and the return of control of this great natural resource <br />to the citizens of Cabarrus County and of North Carolina. <br />BE IT FURTHER RESOLVED that the Cabarrus County Board of Commissioners <br />encourage the North Carolina General Assembly to pass Senate Bill 967 and <br />submit the bill to the Governor for signing. <br />Adopted this the 20th day of April, 2009. <br />/s/ H. See New Business Item G- <br />(F-4) Emergenay Management - 2008 Lowes Motor Speedway Exercise Grant, <br />Awarded by NC Division of Emergency Management <br />To ensure adequate preparedness for a response to an all-hazard event, <br />including terrorism within the State of North Carolina, a $50,000.00 grant <br />has been allocated to Cabarrus County Emergency Management for planning and <br />conducting a Cabarrus County Major Event Mass Casualty (IED/Chemical Device <br />incident at Lowes Motor Speedway during a NASCAR race) tabletop exercise. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board accepted the grant award and adopted the <br />following budget amendment: <br />Date: 3/25/2009 Amount: $50,000.00 <br />Dept.
