June 1, 2009 (Work Session) <br />Page 1426 <br />A new middle school is scheduled for 2009 on Hickory Ridge <br />Road. When this new school opens 300 students will be <br />transferred from J. N. Fries Middle School to the new middle <br />school due to redistricting. A new middle school is scheduled for <br />2009 in the northwest/Weddington Road area. When this new middle <br />school opens, 100 students will be transferred from J. N. Fries <br />Middle School to the new middle school due to redistricting. <br />A new high school is scheduled for 2013 in the west/central <br />area of the County. When this new school opens 350 students will <br />be transferred from Jay M. Robinson High School to the new high <br />school due to redistricting. <br />Cabarrus County Schools operating at 110°s capacity are <br />considered to be operating at maximum capacity. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Mynatt, <br />and unanimously carried, the Board voted to place the Consent Agreement <br />Extension for The Village at Dreaming Creek on the June 15, 2009 Agenda as a <br />New Business item. <br />Commerce - Harrisburg Area Land Use Plan Update Contract <br />Susie Morris, Planning and Zoning Manager, presented information <br />related to the Harrisburg Area Land Use Plan Update Contract between Cabarrus <br />County and LandDesign, Inc. She reported the following: the contract amount <br />is more than what was used during the Central Area Land Use Plan (CALUP) <br />because this project will include build-out modeling; staff anticipates the <br />contract total for labor and materials should not exceed $155,000.00; based <br />on experience, postage, mailings, and meeting space costs are not expected to <br />exceed $15,000.00; the total of $170,000.00 is included in next year's <br />budget; etc. Ms. Morris added that there will be plenty of opportunity for <br />public input throughout the design process; the town of Harrisburg is in <br />agreement with the contract; and the modeling included in the design will <br />help Harrisburg with their existing development to find out where new <br />development can be supported. Ms. Morris responded to questions from the <br />Board. <br />John Day, County Manager, pointed out the Town of Harrisburg is <br />participating in the cost of the project. He said there were specific <br />discussions with the consultant about incorporating school planning into the <br />project process. <br />A brief discussion ensued regarding a motion to place this item on the <br />June 15, 2009 Consent Agenda. Chairman White suggested the item be placed on <br />the New Business agenda for more discussion. He also requested the school <br />systems be invited to attend to provide additional input. <br />In response to a question by Chairman White, Ms. Morris explained in <br />detail how the computer modeling will work and what it will be used for. <br />Chairman White suggested that future public meetings be held at a <br />location with an audio system and adequate wall space to project the computer <br />modeling to the public. <br />UPON MOTION of Vice Chairman Mynatt, seconded by Commissioner Poole and <br />unanimously carried, the Board voted to place the Harrisburg Area Land Use <br />Plan Update Contract on the June 15, 2009 Agenda as a New Business item. <br />Commerce - Reservation of Capacity for the Alexander Estates Subdivision <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information regarding a Reservation of Capacity request for the Alexander <br />Estates subdivision: <br />The Huntley Group, LLC., (10931 Williams Road, Charlotte, NC <br />28227) is requesting a reservation of capacity for the Alexander <br />Estates residential subdivision project, which consists of 19 <br />single family units on +/- 59.35 acres located north of the <br />intersection of Lower Rocky River Road and Morrison Road in <br />unincorporated Cabarrus County. <br />School Capacity Review <br />
