Kay Honeycutt, Clerk to the Board <br />Vice Chairman Mynatt commented that when building Hickory Ridge High <br />School, the County was not allowed to use impervious parking and that cost <br />the County and noted that this amendment could result in future savings for <br />the County. <br />(G-4) Tourism Authority - Presentation and Adoption of FY 2010 Tourism <br />Authority (TA) Budget - $3,784,069.00 <br />John Mi11s, Director of Finance and Administration, presented the <br />following information regarding the FY 2010 Tourism Authority (TA) Budget: <br />on May 7, 2009 the Tourism Authority Board approved $3,784,069.00; the budget <br />will represent a 52.8 percent increase over the year end 2008/2009; the <br />operating budget includes salaries and wage expense, administration <br />operations, and marketing costs; salaries and wage expense and administration <br />operations costs are being reduced; marketing costs will increase; there is a <br />shift in the administrative fee paid to the County from 5 percent to 1.5 <br />percent; 10 percent of occupancy revenues will be dedicated to sports <br />facilities development; etc. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole, <br />and unanimously carried, the Board moved to reduce the County's collection <br />fee for occupancy taxes for the Tourism Authority from 5 percent to 1.5 <br />percent, effective July 1, 2009 with 10 percent of these funds to be <br />earmarked and used by the Authority for sports facilities development. <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Mynatt, <br />and unanimously carried, the Board approved the Tourism Authority's FY 2010 <br />budget totaling $3,784,069.00 as presented. <br />(G-5) Commerce - Consent Agreement Extension for The Village at Dreaming <br />Creek Subdivision <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information regarding a Consent Agreement extension for The Village at <br />Dreaming Creek Subdivision: <br />The Village at Dreaming Creek subdivision project was approved by <br />the City of Concord Planning and Zoning Board on July 17, 2007. <br />The preliminary plat was granted a two year extension on April <br />21, 2009 setting a new expiration date of July 17, 2011. This <br />subdivision project is approved for 57 single family homes and 96 <br />multi-family units on +/- 31.77 acres and is located at the <br />intersection of NC Highway 29 and Concord Farms Road. <br />The Cabarrus County Board of Commissioners previously approved a <br />Consent Agreement for this subdivision development on August 20, <br />2007. The existing Consent Agreement is set to expire on July 17, <br />2009. The developer is seeking a two year extension of the <br />existing agreement. The specifics of the existing agreement are <br />as follows: <br />
