July 20, 2009 (Regular Meeting) Page 1511 <br />John Day, County Manager, explained that the Kannapolis City Council <br />has voted to have staff and its bond council identify alternatives to TIF <br />Financing to help fund the Cabarrus Health Alliance and additional projects <br />up to approximately $30 million. He stated this will not have a negative <br />effect on the County's bond capacity. <br />No action was required on this matter. <br />- LunchPlus Club Nutrition Program - <br />Note: This item was removed from the Consent Agenda for discussion at <br />the request of Commissioner Privette. <br />Mike Murphy, Director of Aging, presented information related to a <br />request for a bid award and contract approval for catering services to be <br />provided for the LunchPlus Club Nutrition Program. Commissioner <br />Privette reported Mr. Conrad said he did not need to submit a bid since the <br />current contract had a renewal option. Further, he reviewed a report <br />received from the Department of Aging that reviews the number of meals <br />provided through the LunchPlus Club Nutrition Program and asked Mr. Murphy <br />why the contract was rebid. <br />Mr. Murphy explained that the report only shows that the number of <br />meals ordered were accurate, and made no mention of the quality or quantity <br />of food received. Mr. Murphy went on to describe the numerous problems that <br />occurred with the services provided by Varsity Barbeque, noting that food <br />received from the restaurant sometimes does not meet temperature or quantity <br />requirements. He said Varsity Bar-b-que was invited to submit a bid and <br />responded to numerous questions from the Board. <br />Commissioner Carruth MOVED to approve the contract between Cabarrus <br />County and Punchy's Diner - Richard Jordan and authorize the County Manager <br />to execute the contract on behalf of Cabarrus County, subject to review or <br />revision by the County Attorney, and adopt related budget amendment. Vice <br />Chairman Mynatt seconded the motion. <br />Commissioner Privette stated that this restaurant provides good quality <br />food. <br />The motion carried with Chairman White, Vice Chairman Mynatt, and <br />Commissioners Carruth and Poole voting for, with Commissioner Privette voting <br />against. <br />The budget amendment is as follows: <br />Date: 6/25/2009 Amount:$12,750 <br />Dept.
