Studies have shown that transporting goods via rail is more <br />energy efficient than transporting goods by truck, and creates fewer air <br />quality-eroding carbon emissions. <br />The following resolution endorses the rail intersection improvements <br />and encourages the United States Department of Transportation to fully fund <br />the project to address the state's pressing rail needs. The Cabarrus EDC <br />Board of Directors considered this matter at its June meeting and voted <br />unanimously to forward this resolution to the Board of Commissioners for <br />consideration. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2009-17 <br />RESOLUTION OF THE BOARD OF DIRECTORS OF CAHARRUS COUNTY BOARD OF <br />COMMISSIONERS IN SUPPORT OF IMPROVEMENTS TO NORFOLK SOUTHERN <br />AND CSX RAIL LINE INTERSECTION <br />WHEREAS, freight and passenger mobility is critical to the economic <br />prosperity, energy efficiency, and quality of life in the state of North <br />Carolina and the Cabarrus Region, and <br />WHEREAS, population growth, increased trade and changes in international <br />regional, national and international logistics., have combined to create both <br />freight movement and passenger vehicle congestion throughout the state of <br />North Carolina, and <br />WHEREAS, many recent studies have shown that transporting goods by rail is <br />more energy efficient than transporting goods by truck, and creates fewer air <br />quality-eroding carbon emissions, and <br />WHEREAS, the state's population is projected to increase by 50 percent by <br />2030, creating additional demands on land-use and our transportation system <br />that is already over capacity; <br />WHEREAS, the intersection of the Norfolk Southern and CSX Transportation rail <br />lines in uptown Charlotte require improvements for safety and efficiency, and <br />WHEREAS, these improvements will improve both passenger and rail traffic <br />through Cabarrus County and surrounding areas and benefit the local residents <br />and citizens <br />WHEREAS, the Cabarrus Regional Chamber of Chamber of Commerce Board of <br />Directors and Cabarrus Economic Development Board of Directors supported the <br />rail improvements in June 2009. <br />NOW, THEREFORE, BE IT RESOLVED that Cabarrus County Board of Commissioners <br />endorses the rail intersection improvements and encourages the United States <br />Department of Transportation to fully fund the project to address the state's <br />pressing rail needs. <br />Adopted this 20t" day of July, 2009. <br />ATTEST: <br />/s/ Kay Honeycutt <br />Kay Honeycutt, Clerk to the Board <br />/s/ H. Jay White, Sr., Chairman <br />Board of Commissioners <br />(F-8) Emergency Management - Public Safety Traininc Facility Master Plan - <br />Selection of Arahiteatural Firm and Contrast Approval <br />Request for Qualifications (RFQs) were solicited and 10 responses were <br />received April 9, 2009 for an Architectural Firm for the development of the <br />Public Safety Training Facility Master Plan. A selection committee was <br />assembled to select three firms to participate in oral interviews. <br />The selection committee was comprised of: Mike Downs, Deputy County <br />Manager; Paul Hunt, Sheriff's Office; Kyle Bilafer, General Services; Sherri <br />Barnhardt, Finance; Bobby Smith, Emergency Management; David Hampton, EMS; <br />
