August 17, 2009 (Regular Meeting) Page 1545 <br />Commissioner Poole suggested the following citizens be appointed to <br />serve on the Harrisburg Area Land Use Plan Advisory Committee: James <br />Amendum, Jenelle Bryans, Phillip Clarke, Mark Icard, Kelli Embler, Julie <br />Laterra, Linda Harris, William Milligan, Brent Whichel, Jim Flowers, Robert <br />Mason and Charles Paxton. She also recommended Mark Fortner and Mildred <br />McManus serve as alternates. Further, she pointed out the Chair and Vice <br />Chair of the Cabarrus and Harrisburg Planning and Zoning Commissions will <br />also serve on the committee. A brief discussion ensued. <br />UPON MOTION of Commissioner Poole, seconded by Commissioner Carruth and <br />unanimously carried, the Board appointed the following citizens to the <br />Harrisburg Area Land Use Plan Update Advisory Committee: James Amendum, <br />Jenelle Bryans, Phillip Clarke, Mark Icard, Kelli Embler, Julie Laterra, <br />Linda Harris, William Milligan, Brent Whichel, Jim Flowers, Robert Mason and <br />Charles Paxton. By the same vote, the Board appointed Mark Fortner and <br />Mildred McManus as alternates. <br />Discussion continued with the following issues addressed: <br />representation in the unincorporated areas; nominations from Harrisburg were <br />included in the list provided to the Board; permission to amend the list if <br />necessary; and the various communication mediums that will be used to <br />announce meeting dates, times and locations. <br />Commissioner Poole announced the membership includes: five (5) members <br />from the unincorporated area, one (1) ETJ (Extra Territorial Jurisdiction) <br />member and six (6) members from within the Town of Harrisburg. <br />(H) APPOINTMENTS <br />(H-1) A pointments (Removal) - Nursing Home Community Advisory Committee <br />(NHCAC) <br />Due to personal reasons, Mr. Gilbert Flowe wishes to resign from his <br />position on the NHCAC. Ms. Ruth Winn also wishes to resign from the <br />committee due to health reasons. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board removed Gilbert Flowe and Ruth Winn from the <br />Nursing Home Community Advisory Committee roster and thanked them for their <br />service. <br />(H-2) Appointments - Adult Care Home Community Advisory Committee <br />After ten years of service, Ms. Gail Hall wishes to resign from her <br />appointment on the Adult Care Home Community Advisory Committee. Also, an <br />application to the committee has been received from Mr. Jack Boyer. <br />UPON MOTION of Commissioner Poole, seconded by Commissioner Carruth and <br />unanimously carried, the Board removed Ms. Gail Hall from the Adult Care Home <br />Community Advisory Committee roster and commended her for her years of <br />service to the citizens of Cabarrus County. By the same vote, the Board also <br />appointed Mr. Jack Boyer to the Advisory Committee for a one-year term ending <br />August 31, 2010. <br />(H-3) Appointments - Region F Aging Advisory Committee <br />An application to the Region F Aging Advisory Committee has been <br />received from Ms. Carol Vogt. <br />UPON MOTION of Commissioner Poole, seconded by Commissioner Carruth and <br />unanimously carried, the Board appointed Ms. Carol Vogt to the Region F Aging <br />Advisory Committee to complete a two-year term ending August 31, 2011. <br />(I) REPORTS <br />(2-1) Request for Applications for County Boards/Committees <br />Chairman White announced applications are being accepted for the <br />following County Boards/Committees: <br />• Adult Care Home Community Advisory Committee <br />• Animal Preservation and Protection Advisory Committee <br />• Concord Planning and Zoning Commission (ETJ) <br />• Criminal Justice Partnership Advisory Board <br />• Industrial Facilities and Pollution Control Financing Authority <br />
