Scribner) <br />and Public Hearing - 6:30 P.M. - (Tabled from July) <br />Note: This item has been tabled until September 21, 2009. <br />(F) CONSENT AGENDA <br />(F-1) Aging - Approval of Title V (SCSEP) Contract and Budget Amendment for <br />FY10 Funding <br />Approval of Title V Senior Community Service Employment Program (SCSEP) <br />contract financed in part by Title V Older Americans Act grant funds provided <br />to the Council of Central Governments from U.S. Department of Labor through <br />N.C. Division of Aging and Adult Services. Funds provides subsidized <br />training opportunities and authorized support services for low-income <br />individuals who are 55 years of age or older. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board approved the Title V (SCSEP) contract between <br />Cabarrus County and Centralina Council of Governments and adopted the <br />following budget amendment: <br />Date: 7/27/2009 Amount:$5, 025 <br />Dept. In an agreement with Concord, <br />Cabarrus County was required to expend those funds. Cabarrus County entered <br />into an agreement with Concord to provide water service to the Moss Drive <br />community and sewer improvements in the Poplar Trails area. These funds <br />collected interest that must be reallocated in order to expend. A memo is <br />attached proposing a plan for expending the funds. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Poole and <br />unanimously carried, the Board adopted the following ordinance and budget <br />amendment: <br />Ordinance No. 2009-14 <br />COMMUNITY DEVELOPMENT URGENT REPAIR PROJECT ORDINANCE <br />CAPITAL RESERVE FUND - UTILITIES <br />BE IT ORDAINED, by the Board of County Commissioners of the County of <br />Cabarrus, North Carolina that, pursuant to Section 13.2 of Chapter 159 of the <br />General Statutes of North Carolina, the following capital reserve utility <br />project ordinance is hereby adopted: <br />Section 1. The projects authorized are for urgent repair activities <br />for qualified clients based on HUD income guidelines. <br />Section 2. The officers of this unit are hereby directed to proceed <br />with this Project within the terms contained in this project ordinance. <br />Section 3. The following budgeted amounts are appropriated for the <br />projects: <br />Urgent Repair Projects $ 73,983 <br />Section 4. The following revenue is anticipated to be available to <br />complete these projects: <br />Interest on Investments $ 73,983 <br />
