October 5, 2009 (Work Session) <br />Page 1640 <br />area noting it would be separated from other commercial properties and have <br />limited throughway access. However, he noted the south side of the Rocky <br />River would be ideal for a greenway. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Poole <br />and unanimously carried, the Board voted to place Transfer of Conservation <br />Easement - Concord Airport on the October 19, 2009 Agenda as a Consent item. <br />Commerce - Weatherization Day Proclamation <br />Kelly Sifford, Community Development Manager, presented a <br />Weatherization Day Proclamation. She informed the Board that each year <br />October 30t" is recognized as Weatherization Day and is typically placed on <br />the Consent Agenda but this year the matter is requested to be placed on New <br />Business so discussions may be televised. She advised the County is <br />searching for clients and will seek 250 additional clients over the next <br />three years. She also reported the County is receiving stimulus funding for <br />this activity. <br />Ms. Sifford responded to questions from the Board regarding benefits of <br />Weatherization Day and allocation of funds. She stated the County is <br />required to recognize Weatherization Day annually, but mainly the event is to <br />create awareness of the importance of weatherizing homes for better energy <br />efficiency. She discussed briefly some of the efforts utilized to promote <br />the program. In regards to funding, she reported only having the first 10 <br />percent currently in hand and noted after the submission and receipt of the <br />next 40 percent, theoretically, the work can commence. In light of new <br />regulations and the overwhelming demand for services, she advised <br />precautionary steps will be taken to investigate the situation before <br />stimulus funds are spent on homes. She advised the County is currently <br />working with regular funding. <br />UPON MOTION of Commissioner Poole, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place Weatherization Day <br />Proclamation on the October 19, 2009 Agenda as a Recognitions and <br />Presentations item. <br />County Manager - New Governmental Office Complex - Update <br />Mike Downs, Deputy County Manager, informed the Board the County has <br />been investigating the old fairgrounds site and have met with Concord city <br />officials and architects. He stated the cumulative site costs associated <br />with the old fairgrounds have reached over a million dollars. He presented <br />and distributed a Preliminary Analysis of Potential Sites report and Site <br />Master Plan from Yates-Chreitzberg-Hughes Architects which detailed <br />anticipated additional site costs and locations for properties surveyed. Mr. <br />Downs advised the County's expert investigated the proposed items and Yates- <br />Chreitzberg-Hughes Architects stated most of the items were in the budget but <br />an added few were of concern. He noted discussions arose pertaining to the <br />appearance of the building in connection with the requirements of the small <br />area plan. <br />Mr. Downs reported the following specifics and site costs for the old <br />fairgrounds: the property is approximately 12.5 acres; contains 3 building <br />sites; the building in question is adjacent to Cabarrus Avenue and Union <br />Cemetery Road; site improvements would include the entire 12.5 acres, <br />including stormwater and building pads for two (2) other buildings for future <br />development; all buildings are 25,000 square feet; the building orientation <br />is perfect on the site; the additional stormwater cost is $225,000.00 for <br />stormwater detention and the required best management practice measures; a <br />$150,000.00 allowance for rock removal is included; $225,000.00 for soil to <br />level the site; approximately $350,000.00 for road improvements for curb and <br />guttering, stormwater, additional turn lanes and medians; $85,000.00 to move <br />the utility pole on Union Cemetery Road and Cabarrus Avenue to a new location <br />(the power from that point will be installed underground); $75,000.00 to add <br />a domestic water and fire water pump onsite to provide the proper pressure; <br />all site costs total around $1.1 million dollars which would create all three <br />(3) building pads. Mr. Downs advised, however, if the third building pad and <br />associated costs are eliminated there would be a cost savings of $250,000.00 <br />bringing the total site cost to a range of $850,000.00 - $885,000.00. <br />Mr. Downs noted other potential sites were researched that did not <br />require as much improvements as the old fairgrounds site. He advised the <br />County looked at a couple of locations at the Afton Ridge <br />commercial/industrial park off of Kannapolis Highway and found the property <br />already developed with existing infrastructures.
