<br />Bureau responded to questions from the Board regarding area counties that
<br />have welcome centers.
<br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette
<br />and unanimously carried, the Board adopted the following budget amendment:
<br />BUDGET REVISION/AMENDMENT REQUEST
<br />DEPARTMENT OF TOURISM AUTHORITY
<br />AMOUNT: $105,099.00
<br />TYPE OF ADJUSTMENT: Supplemental Request
<br />PURPOSE OF REQUEST: This budget amendment is to appropriate an additional
<br />$105,044.00 in hotel occupancy revenue due to the hotel occupancy tax
<br />increase from five percent to six percent effective April 1, 2008.
<br />Administrative Expenses will increase by $5,252.00; Salaries will increase by
<br />$9,000.00; Legal Expenses by $6,000.00; and Advertising by $95,000.00. This
<br />budget amendment also establishes a new capital expense line item for the
<br />development of a Welcome Center for $39,792.00. Minutes are attached from
<br />the January 23, 2008 meeting.

<br />(G-1) FY 08-09 HOME Program Public Hearing & Appointment to
<br />Cabarrus/Iredell/Rowan HOME Consortium Hoard
<br />Kelly Sifford, Community Development Manager, reported a public hearing
<br />is needed for the Home Program, a single family rehabilitation program and
<br />that the County has received approximately $127,000.00 in funding for FY 08-
<br />09. She also identified the dates and newspapers in which the public hearing
<br />advertisements were published. In closing, she stated her availability to
<br />respond to questions.
<br />At 6:50 p.m., Chairman White opened the public hearing on the FY 08-09
<br />HOME Program. The Public Hearing Notice was published on February 7 and 10,
<br />2008 in THE INDEPENDENT TRIBUNE and THE CHARLOTTE OBSERVER (Cabarrus
<br />Neighbors).
<br />There was no one present to address the Board; therefore, Chairman
<br />White closed the public hearing.
<br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt
<br />and unanimously carried, the Board appointed Kelly Sifford (member) and Mike
<br />Byrd (alternate) to the Cabarrus/Iredell/Rowan HOME Consortium Board for a
<br />one-year term.
<br />_{G-2) Industrial Development Incentive Grant Request - Fly Right Ino. -
<br />Public Hearing - 6:30 p.m.
<br />Note: The Industrial Development Incentive Grant for Fly Right, Inc.
<br />was removed from the Agenda at the request of the Cabarrus EDC.
<br />(G-3) Consent Agreement - Hawks Ridge Subdivision
<br />Kassie G. Watts, Planner, presented the following information related
<br />to a Consent Agreement for the Hawks Ridge subdivision: the project is
<br />developed by Randall T. Scribner; consists of 164 single-family lots on +/-
<br />112.9 acres located on Archibald Road and was approved by the Cabarrus County
<br />Planning and Zoning Board on October 18, 2007. She said the Consent
<br />Agreement also includes the payment of $9,039.00 per lot (due at final
<br />platting) to advance school adequacy and the following revised build-out
<br />schedule: no more than 35 lots platted in 2006, no more than 39 lots platted
<br />in 2009, no more than 92 lots platted in 2010 and no more than 98 lots
