Scribner for the Hawks Ridge subdivision, <br />including the payment of $9,039.00 per lot to advance school adequacy (due at <br />final platting) with the following build-out schedule: no more than 35 lots <br />platted in 2008, no more than 39 lots platted in 2009, no more than 92 lots <br />platted in 2010 and no more than 98 lots platted in 2011. She further moved <br />to authorize the County Manager to execute the agreement on behalf of <br />Cabarrus County. <br />Commissioner Carruth seconded the motion. <br />Commissioner Privette commented on the capacity of Rocky River <br />Elementary, C.C. Griffin Middle and Central Cabarrus High School. In <br />addition, he commented on a recent editorial published in THE CHARLOTTE <br />OBSERVER about the State's water supply and stated his intent to vote against <br />the motion. <br />After a brief discussion, the MOTION carried with Chairman White, Vice <br />Chairman Juba and Commissioners Carruth and Mynatt voting for and <br />Commissioner Privette voting against. <br />(G-4) Consent Agreement Renewal - Quail Haven Subdivision <br />Note: The Consent Agreement Renewal for Quail Haven Subdivision was <br />removed at the request of Steve Whaley, P.E., representative of the <br />developer. <br />(G-5) Consent Agreement - Riverbend Subdivision <br />Kassie G. Watts, Planner, presented the following information related <br />to a Consent Agreement for the.Riverbend subdivision: the project, developed <br />by Greathorn Properties, Inc., consists of 28 single-family lots on +/-79.759 <br />acres located on US Highway 601; the project was submitted for preliminary <br />plat approval on April 19, 2007 and approved by the Cabarrus County Planning <br />and Zoning Board on December 20, 2007. She said the Consent Agreement also <br />includes the payment of $4,034.00 per lot (due at final platting) to advance <br />school adequacy and the following build-out schedule: no more than 28 lots <br />to be platted in 2008. Griffin Middle and Central Cabarrus High School and the lack of <br />provision for additional water in Cabarrus County. <br />The MOTION carried with Chairman White, Vice Chairman Juba and <br />Commissioners Carruth and Mynatt voting for and Commissioner Privette voting <br />against. <br />of <br />Middle and Odell <br />Jonathan Marshall, Commerce Director, presented a proposal for J&B <br />Development to privately construct a trail along the Rocky River between <br />Harris Middle and Odell Elementary Schools that includes two wetlands <br />crossings and raised boardwalks. He reported the Cabarrus Board of Education <br />voted to recommend approval of construction of this trail at its February <br />meeting; the County will need to maintain the trail instead of the Moss Creek <br />Home Owners' Association as previously reported at the work session; J&B <br />Development will warrant the construction and materials for one year; and the <br />trail can be maintained through the County's existing maintenance budget for <br />school parks.
