March 7, 2008 (Board Retreat) <br />Page 731 <br />$19 Hold a public forum meeting with developers in adopting <br /> ordinances that when the County improves roads/intersections that <br /> the developments that locate in/around those improvements pay <br /> their percentage of their benefit. <br />$40 *Work with the school boards to determine whether there are <br /> advantages in offering more distance learning classes. <br />$95 Let's review the county policy with Concord & Kannapolis <br /> regarding our connection rights outside the city limits. Once <br /> the water regionalization and capacity study is back, then work <br /> to develop maximum densities within each utility service area, <br /> then let the cities be the sole provider of utilities in those <br /> areas that will include the pace of growth within each service <br /> area. NOTE: ALREADY IN PROCESS WITH CONCORD. <br />$23 Look at continuing to downzone any unincorporated parts of the <br /> county to CR or AO, and further restrict public utilities to <br /> those areas. Require anyone in the unincorporated parts of the <br /> county to submit a rezoning request in order to develop at a <br /> denser level than that, or require that they be annexed. <br />$6 Annually update the capital needs priority list by analyzing <br /> changes in growth patterns, growth pace, revenues, and any other <br /> impacts that have occurred or appear on the horizon that make <br /> changes necessary or prudent. Example: Board of Education <br /> alters the program delivery that in turn leads to changes in <br /> facility needs and locations. <br />$8 Convene a blue ribbon committee of qualified individuals to <br /> identify ways to build or retrofit buildings to green standards <br /> and innovations; quantify cost benefits if any and formulate ways <br /> to mitigate the increasing costs of facility operations. <br />n..~i 7 vex,- 7 <br />Value Specific Outcome <br />$4 Establish a funding mechanism for achieving the adopted minimum <br /> level of service for fire protection/suppression in the <br /> unincorporated areas. <br />$9 Continue with annual reporting on all areas of security, updating <br /> needs, costs and recommended priorities for additional facilities <br /> or services. <br />$40 Develop comprehensive plan for evacuation routes with public <br /> education about the plans. The result would be a written policy focusing on a <br /> partnership between the county and municipalities in increasing <br /> the efficiency of services related to public safety and disaster <br /> response. This would include designated and well stocked shelters <br /> throughout the county. <br />$'70 *Develop a plan to hold a full-scale exercise each year to test <br /> all emergency capabilities within the county, and include elected <br /> officials to ensure full understanding and communications between <br /> the county fi municipalities, and to demonstrate the importance of <br /> collaborative efforts in a disaster situation. <br />Mr. Smith also addressed the items listed under Goal 2. <br /> <br />Value Specific Outcome <br />$32 Partner with school systems to design, equip and staff school <br /> libraries for use by the general public in under-served areas. <br />$30 Develop pay as you go plan for capital projects. <br />$q5 *After maximum water capacity available in the county is <br /> identified, all jurisdictions should agree upon withholding a <br /> certain percentage from commitment (i.e., reserve some portion). <br />$55 *Institutionalize a joint school facilities planning and <br /> construction committee. <br />$16 Contribute staff assistance through a community committee formed <br /> to further the preservation and use of the former Concord High <br /> School in order to formulate a fund-raising strategy to pursue <br />
