School capacity is also inadequate for this subdivision <br />at the five year review level. (Note that according to Section <br />15-11, Number 5 of the APFO, future available capacity must be <br />"...greater than or equal to the projected enrollment that will be <br />produced by the proposed development for all school types," not <br />just one or two). <br />Recommendation <br />Based on the direction of the Board of Commissioners, until <br />changes are implemented in the ordinance, staff proposes the <br />following: <br />1. The project is subject to the following phasing schedule: <br />In calendar year 2008, no more than 8 multi-family apartment <br />permits .issued; <br />In calendar year 2009, no more than 6 multi-family apartment <br />permits issued. <br />2.Mitigation of the pro-rata share of the cost of planned <br />capacity, which equals $9,153.00 per multi-family residential <br />apartment unit, payable prior to the issuance of building <br />permitting. <br />Ms. Morris responded to questions related to how planned capacity is <br />calculated. The County Attorney, Richard M. Koch, also commented on the <br />calculations for multifamily projects. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place the Reservation of Capacity <br />Certificate for Meadow Creek Apartments on the April 21, 2008 Agenda as a New <br />Business item. <br />Reservation of Capacity Certificate - Park Creek Subdivision Project <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information related to the Reservation of Capacity Certificate for the Park <br />Creek Subdivision Project: <br />Park Creek, LLC, (195 Ervin Woods Drive, Kannapolis, NC 28061) is <br />requesting a reservation of capacity for Park Creek Subdivision, <br />which consists of 95 single-family residential lots on +/- 98 <br />acres located off Fox Tail Lane in unincorporated Cabarrus <br />County. <br />School Capacity Review <br />Park Creek subdivision will produce 26 students. The schools <br />impacted by the subdivision are Charles E. Boger Elementary <br />School, Northwest Cabarrus Middle School and Northwest Cabarrus <br />High School. <br />The County's Capital Improvements Plan (CIP) includes a 200 seat <br />addition at Charles E. Boger Elementary in 2010. <br />The CIP also includes construction of a new middle school in 2010 <br />in the south central part of the County that would relieve <br />Northwest Cabarrus Middle School, Harris Road Middle School & J. <br />N. Fries Middle School. The CIP also includes a 175 seat addition <br />to Northwest Middle School in 2012. <br />Cox Mill High School, which is under construction, is projected <br />to open in 2010 in the western part of Cabarrus County.
