He also responded to questions <br />from the Board. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place the Reservation of Capacity <br />Certificate for the Villas at Forest Park apartment project on the May 19, <br />2008 Agenda as a New Business item. <br />Exercising First Right of Refusal - Former W.R. Odell Elementary School <br />Chairman White reported that a letter from Dr. Barry Shepherd, Cabarrus <br />County Schools Superintendent, was received offering the County the <br />opportunity to acquire the former W.R. Odell Elementary School at fair market <br />value in accordance with General Statute 115C-518. <br />Holly Blackwelder, Chairman of the Cabarrus County Board of Education <br />(BOE), reported the BOE has not discussed the issue because they are waiting <br />on the County toconsider its right of first refusal. <br />There was a brief discussion amongst the Board members on what to do <br />with the property. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Juba <br />and unanimously carried, the Board voted to waive its right of first refusal <br />for W.R. Odell Elementary School and to allow the Board of Education to <br />dispose of the property. <br />Comments on Study Related to the Proposed Bruton Smith Boulevard - Written <br />Comments Due by May 15, 2008 <br />John Day, County Manager, announced that the City of Concord has asked <br />to have written comments concerning the study for the proposed Bruton Smith <br />Boulevard submitted by May 15, 2008. He asked the Board if they had any <br />comments.
