He also responded to questions <br />from the Board. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place the Reservation of Capacity <br />Certificate for the Villas at Forest Park apartment project on the May 19, <br />2008 Agenda as a New Business item. <br />Exercising First Right of Refusal - Former W.R. Odell Elementary School <br />Chairman White reported that a letter from Dr. Barry Shepherd, Cabarrus <br />County Schools Superintendent, was received offering the County the <br />opportunity to acquire the former W.R. Odell Elementary School at fair market <br />value in accordance with General Statute 115C-518. <br />Holly Blackwelder, Chairman of the Cabarrus County Board of Education <br />(BOE), reported the BOE has not discussed the issue because they are waiting <br />on the County toconsider its right of first refusal. <br />There was a brief discussion amongst the Board members on what to do <br />with the property. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Juba <br />and unanimously carried, the Board voted to waive its right of first refusal <br />for W.R. Odell Elementary School and to allow the Board of Education to <br />dispose of the property. <br />Comments on Study Related to the Proposed Bruton Smith Boulevard - Written <br />Comments Due by May 15, 2008 <br />John Day, County Manager, announced that the City of Concord has asked <br />to have written comments concerning the study for the proposed Bruton Smith <br />Boulevard submitted by May 15, 2008. He asked the Board if they had any <br />comments. Although several questions were addressed, no comments were <br />submitted. <br />Board of Commissioners - Budget Amendment - Animal Protection & Preservation <br />Advisory Committee - $750.00 <br />Commissioner Carruth presented a request to use $750.00 of Contingency <br />Funds to pay for printed materials for the Animal Protection and Preservation <br />Advisory Committee's spay/neuter initiative. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place the budget amendment on the <br />May 19, 2008 Agenda as a Consent item. <br />Additional Items for the Agenda <br />Chairman White reviewed the following list of additional items for the <br />May Agenda: <br />Recognition & Presentations: <br />• Recognition of "Wolf" on His Retirement from the Cabarrus County <br />Sheriff's Department as the County's First Bomb Detection Service <br />Dog / Deputy Buster Blackwelder, Handler and Commissioner Carruth <br />• Proclamation: May 19-26, 2008 is Ringling Brothers and Barnum & Bailey <br />Circus Week in Cabarrus County <br />Old Business: None. <br />Consent: <br />• Commerce Dept. - Budget Amendment (Appropriation of Weatherization <br />Revenues - $3,928) <br />• Sheriff's Department - Budget Amendment (Appropriation of Additional <br />Funds for Project Lifesavers - $7,680) <br />• Tax Administration: Tax Refund & Release Report - April 2008 <br />New Business: <br />• Presentation of the Proposed FY 2009 Cabarrus County Budget <br />Appointments: <br />• Centralina Workforce Development Board <br />
