June 2, 2008 (Work Session) Page 850 <br />Finance Department - Budget Amendment (Medicaid Swap Hold Harmless - <br />$687,112.00) <br />Loretta Lee, Budget and Performance Manager, presented information <br />related to a budget amendment to transfer funds from the Medicaid expense <br />line item to the ADM (Average Daily Membership) School Fund. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place the Budget Amendment <br />(Medicaid Swap Hold Harmless - $687,112.00) on the June 16, 2008 Agenda as a <br />Consent item. <br />Loretta Lee, Budget and Performance Manager, presented information <br />related to a budget amendment to appropriate interest earnings into the <br />Tourism Authority Fund totaling $11,000.00 to cover over expenditures and <br />unanticipated expenditures. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board voted to place the Budget Amendment - <br />(Appropriation of Interest Earnings in the Tourism Authority Fund - <br />$11,000.00) on the June 16, 2008 Agenda as a Consent item. <br />Thread <br />a Resolution <br />Londa Strong, Parks Director, presented a request from the Cabarrus <br />County Parks Commission to adopt a resolution supporting the Carolina Thread <br />Trail. Colleen Frenzel of Carolina Thread Trail provided a short <br />presentation and reported that Carolina Thread Trail is a network of <br />greenways and trails throughout fifteen counties in North and South Carolina. <br />Ms. Frenzel and Ms. Strong responded to a variety of questions from the <br />Board. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board voted to place a resolution supporting the <br />Carolina Thread Trail on the June 16, 2008 Agenda as a New Business item. <br />Proooaed Text Amendment to Chapter 6 0£ 1 <br />- r9nna-M -7.T - Aihl i C Hearing - 6:30 D.m. <br />:he Cabarrus Coun <br />Susie Morris, Planning and Zoning Manager, presented information <br />concerning a Proposed Text Amendment to Chapter 8 of the Cabarrus County <br />Zoning Ordinance - C2008-O1-ZT. She stated the purpose of this amendment is <br />to alphabetize charts and to include additional language which will allow <br />reception facilities to be permitted in Agriculture/Open Space and <br />Countryside Residential districts. She also stated a public hearing is <br />needed and responded to a variety of questions from the Board. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Mynatt <br />and unanimously carried, the Board voted to place the Proposed Text Amendment <br />to Chapter 8 of the Cabarrus County Zoning Ordinance - C2008-O1-ZT on the <br />June 16, 2008 Agenda as a New Business item and scheduled a public hearing <br />for 6:30 p.m. <br />Reservation of Capacity Certificate - Coddle Creek Townhome Project <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information related to the Reservation of Capacity Certificate for the Coddle <br />Creek Townhome Project: <br />Coddle Creek Development Group, LLC., (2904 Concord Highway, <br />Monroe, NC 26110) is requesting a Reservation of Capacity for the <br />Coddle Creek Crossing townhome project, which consists of 153 <br />residential townhome units on +/- 21.43 acres located at the <br />intersection of Pitts School Road and NC Highway 29 North in <br />Concord, North Carolina. <br />School Capacity Review <br />Using the student generation rates established in the Schools <br />Voluntary Mitigation Payment Study prepared by TischlerBise, the <br />Coddle Creek Crossing residential townhome project is expected to <br />produce approximately 25 elementary students, 9 middle school <br />
